Project/Unit

Description

The Trusted Interoperable Systems and Architectures Division (TISAD) in the Information and Communications Laboratory (ICL) seeks a Division Chief Scientist. The initial responsibilities will be to identify potential areas of research for TISAD, leveraging the division's extensive past project experience and the existing expertise of the researchers that are assigned to TISAD. The successful candidate will also initially be assigned tasks as part of the Medicaid Enterprise System Transformation (MEST) project.

This project is assisting the Georgia Department of Community Health in the development of a cloud‑based enterprise system to support Georgia's Medicaid information infrastructure.

Job Purpose

The Division Chief Scientist helps direct and oversee the division’s internal research and development (IRAD) program. The division chief scientist ensures IRAD activities will maintain and grow the division’s competitive position by formulating and executing key elements of the division’s strategy, working closely with researchers and unit leads in the alignment of IRAD with other investments and awards, developing collaborations across other labs (Division Chief Scientists in particular), representing the division’s opportunities and challenges through reporting to the Lab Chief Scientist, and connecting with the broader research and sponsor community.

  • Key Responsibilities
  • Lead large, complex portfolio of research programs
  • Develop research in new research thrust areas. This requires deep knowledge of technology trends and trends in Government spending and priorities to identify new research areas for development.
  • Lead white paper and proposal efforts. Serve as point of contact throughout GTRI for collaboration with division.
  • Manage division IRAD program and encourage strategic IRADs that will benefit the division
  • Attend industry days, conferences, serve on technical working groups.
  • Encourage publication within the division.
Additional Responsibilities
  • Identify new areas of research for the division and leverage internal research and development projects support business development
  • Participate in lab‑level Chief Scientist activities
  • Work as senior Cyber Architect on existing and future division projects
Required

Minimum Qualifications
  • Expertise in at least one of TISAD's research areas (security, cloud computing, data operations, software development).
  • Experience in building research programs
  • Ability to communicate complex technical processes and capabilities to senior officials and program managers
Preferred Qualifications
  • Graduate degree in relevant field (PhD preferred)
  • Active Secret Clearance
