Project Description

This project focuses on delivering comprehensive, secure, and cost-effective IT support, services, and solutions to CDC while maintaining alignment to its priorities and all applicable DHHS/CDC policies and standards. It encompasses the design, development, maintenance, and support of diverse data systems, applications, databases, and web-based platforms that leverage multiple technologies to support public health surveillance, research, and program operations. The scope includes data collection, transformation, analytics, and integration;

development of innovative and reliable IT solutions; management of internal and external digital platforms; and provision of end-user technical support and training. Additionally, the work provides consultative and strategic advisory services to leadership and stakeholders, identifies and implements emerging technologies, adheres to CDC EPLC framework and reporting requirements, delivers technical documentation, and ensures accurate tracking and reporting of contractor labor and costs.

Job Summary

The IT Program Manager is responsible for overseeing the delivery of comprehensive, secure, and cost-effective IT support and solutions for our partners in CDC. This role provides strategic leadership and day-to-day management to ensure all technical activities align with CDC priorities, comply with DHHS/CDC IT policies, and support public health surveillance and research missions. The Program Manager coordinates multidisciplinary teams, manages scope, schedule, budget, and risk, ensures adherence to the CDC EPLC framework, and serves as the primary liaison to senior leadership, program stakeholders, and IT governance bodies while driving innovation, quality, and continuous improvement.

Responsibilities
  • Provide overall leadership and oversight for the IT program
  • Plan, manage, and monitor program scope, schedule, budget, risks, and performance across all task areas
  • Ensure all work aligns with CDC priorities and complies with DHHS/CDC IT policies, standards, and security requirements
  • Oversee development, maintenance, and support of data systems, applications, databases, and web-based platforms
  • Ensure adherence to the CDC EPLC framework, including required documentation, reporting, and project reviews
  • Coordinate data collection, transformation, analytics, integration, and support for public health surveillance and research systems
  • Manage cross-functional technical teams and subcontractors, ensuring high-quality deliverables and on-time performance
  • Serve as the primary point of contact for senior management, program managers, IT governance authorities, and project sponsors
  • Provide strategic guidance, technical consultation, and informed recommendations to stakeholders
  • Identify, assess, and facilitate adoption of new and emerging technologies that improve efficiency and mission impact
  • Oversee end-user technical support and training for CDC-supported systems and applications
  • Ensure accurate tracking, reporting, and approval of contractor labor hours and associated costs
  • Review and approve technical documentation, solution designs, and written deliverables
  • Monitor performance metrics, manage issues and risks, and implement corrective actions as needed
  • Promote continuous improvement, innovation, and best practices across program operations
Required Experience
  • At least 10 years of experience leading medium to large (15+) cross-functional teams to deliver IT modernization and strategy to federal clients
  • Prior experience at CDC, preferably serving as a project or program manager
Preferred Experience
  • Prior experience at NCHHSTP, with an understanding of its IT services and needs
Education & Training
  • Bachelors Degree required
  • MPH, preferred but not required
  • PMP, preferred but not required
Salary Range
  • $125,000 - $165,000
  • Salary commensurate with experience.
