Job SummaryThe Operations Manager is responsible for developing and managing the Operations teams and processes to deliver contract-level operations and infrastructure services in accordance with Medicaid, Provider Module Service Level Agreements, and Customer Service Delivery objectives. This role requires coordinating technical and functional teams in a large-scale, high-performance Business Operation Center environment.

- Provide day-to-day management and supervision of the Operations functional teams with a degree of independence from senior management.
- Manage the Provider Services module during implementation into Operations.
- Lead a typical team of 2–12 resources per project with an annual budget of $1M–$5M and oversee direct reports in production.
- Monitor and manage compliance with Provider Module SLAs.
- Assist Director in ensuring accountability for delivery of contract services and as liaison with Delivery and Technology teams for resource allocation.
- Develop and implement policies and procedures for operations and infrastructure.
- Continuously evaluate user needs and system functionality to ensure systems meet organizational needs.
- Coordinate and lead daily team activities; may review work of direct reports within Operations and Infrastructure.
- Support senior leadership with input on management decisions and activities.
- Apply operations methodologies, best practices, and procedures to achieve objectives.
- Determine, evaluate, and modify plans to meet current and future needs; address future business issues with a strategic focus.
- Manage resources (people, process, technology) across the Operations teams.
- Partner with customers, analyze issues from the customer perspective, and assist the Director in supporting customer projects on-site as necessary.
- Provide customer-facing presentations on status, quality, and change requests.
- Ensure appropriate use of resources and management of unassigned time; read, understand, and adhere to corporate policies including HIPAA privacy and security rules.

QualificationsRequired Qualifications /Experience
- Requires a bachelor’s degree and a minimum of 6 years of Healthcare Provider experience, including 3+ years of management and operations leadership in large, complex organizations (or 10+ related business years in lieu of degree).
- Deep knowledge of Medicaid Business Operations Center, infrastructure processes, and toolsets.
- Working knowledge of SharePoint and Microsoft Office Suite.
- Domain knowledge of Medicaid policies.
- Experience with compliance to guidelines and service level agreements.
- Ability to work well in a matrix team environment.
- Strong communication across all management levels and functional lines.
- Highly organized with analytical skills and attention to detail; ability to handle multiple projects with varying priorities.
- Strong verbal and written communication, facilitation, and presentation skills; ability to work independently and in a team.
- Self-motivated with ability to balance multiple projects with minimal supervision.
- Master’s degree.
- Flexibility to operate in a 24x7 operational center.
- Ability to troubleshoot, escalate, and solve operational and technical problems; manage people, projects, and processes.
- Ability to translate operational issues into business concepts; meet deadlines and drive issue resolution.
