Job Title

The incumbent is a recognized expert for assigned product types within the FAA. Applies technical expertise of specific product types and knowledge of FAA aviation safety regulations, policies and objectives to identify, define and organize work for multiple work activities. Applies knowledge of Title 14, Code of Federal Regulations and related policy as it applies to certification, production, and continued operational safety of aeronautical products.

Applies experience and comprehensive technical knowledge of failure investigation processes and of safety risk analysis techniques to perform multiple and varying complex work assignments under minimal direction. The incumbent interjects on behalf of management, as needed, to ensure timely and justifiable actions on potentially significant risks and escalates issues accordingly.

Assignments require knowledge and experience working across functional and/or organizational lines and require the ability to direct and coordinate the activities of personnel across the division. Typical assignments include serving as a single point of contact (POC) for the division on high profile safety issues which includes serving as the liaison with other AIR and AVS organizations assigned to the issue.

Defines, organizes and directs resources to support accident and major incident investigations. Provides guidance and training to AIR personnel and manufacturers on their responsibilities on investigative processes and the relationship and protocols between concurrent accident and airworthiness investigations. Coordinates with all parties and keeps management informed of all activity.

Outreaches to external stakeholders such as manufacturers, operators, industry associations, and foreign airworthiness authorities to promote safety and to standardize safety risk analysis methods and improve safety coordination between design, manufacturing, operation and maintenance. Leads or supports FAA and industry teams in identifying, prioritizing, and mitigating systemic risks to the international aviation system.

Works independently and has broad discretion to ensure alignment with organizational objectives and policies. As a technical expert, the final work activities are reviewed for success in achieving planned results. The work activities impact directly on the objectives of one or more LOB's/SO's, the objectives of the FAA, and affects the global aviation and aerospace industries and other external parties.

All duties are performed with a high level of proficiency in the understanding of failure modes and effects of particular aviation products and experience in accident investigation processes. At this level, the incumbent has a basic understanding of the application of numerical risk analyses, and the supporting engineering knowledge required to perform such risk analyses and independently seeks guidance as needed.

Additionally, may prepare communications appropriate for high level officials within and outside government.
