Position: JOB: Atlantic Lottery Director of Supply Chain

Atlantic Lottery, in partnership with Meridia, is seeking a Supply Chain Manager (Director of Supply Chain) for Moncton, New Brunswick or Halifax, Nova Scotia. This full‑time, permanent position carries competition number 03-2447.

Position Overview:

As the Director of Supply Chain reporting to the Director of Finance, you will spearhead strategic procurement initiatives, cultivate critical partnerships, oversee multi‑million dollar contracts, and manage all procurement activities. You will guide a team to optimize sourcing, contract management, and supplier relationships across various verticals to achieve savings, improve operational efficiencies, and maintain high quality standards, contributing substantially to Atlantic Lottery’s profitability.

Responsibilities
  • Lead the transformation of the procurement function to adopt best practices throughout the process
  • Lead a team of procurement professionals using sourcing, contracting, supplier management and strategic analysis throughout the procurement cycle
  • Provide visible leadership to external and internal stakeholders by promoting a work environment conducive to health, inclusion, integrity and productivity, enabling teams to achieve excellence in services
  • Motivate and guide team members, setting a standard of best‑in‑class procurement services in support of strategic initiatives
  • Strategically integrate public and private procurement methods to maximize spending efficiency
  • Act as a subject matter expert and provide strategic oversight of concentration risk management across all lines of business with suppliers
  • Lead and guide the strategic supplier management program, ensuring risk mitigation and fostering partnership with business partners
  • Lead the collaborative development and implementation of an annual and multi‑year strategic procurement plan to meet Atlantic Lottery priorities
  • Oversee procurement planning and approval for complex projects, encompassing various contracts, currencies and performance obligations while respecting internal signature standards and approvals due to shareholders
  • Lead the response to any external reporting requests; define, manage and report functional budget, efficiency and operational metrics
  • Ensure that adequate internal controls exist in the area of responsibility to address fraud risks and to prevent and detect fraudulent activities, and that these controls are regularly reviewed and modified when necessary
  • Contribute to the development of business cases, including market assessments and data analyses, for strategic initiatives; provide policy advice and guidance using data analytics for risk management and procurement opportunities
Qualifications
  • A bachelor's degree in procurement, operations, industrial engineering, research or operational management, or an equivalent combination of education and experience
  • 5 or more years of experience in the procurement field, including 3 or more years in a senior management position
  • Supply Chain Management Association (SCMA) certification or equivalent certification, or willingness to obtain this designation
  • A good understanding of public procurement practices is essential, including issuance, preparation, evaluation, award and development of contracts, preferably in a government or public sector context
  • In‑depth knowledge of RFP, RFI and RFQ procedures and practices
  • Exceptional communication skills and the ability to maintain effective relationships with various stakeholders, both internal and external
  • Experience in defining a department's strategy and vision, and determining parameters for success
  • A high level of knowledge of applicable legal and regulatory frameworks
  • Proven skills in strategic negotiation and financial analysis
  • Ability to multi‑task, problem‑solve and prioritize in a fast‑paced, customer‑focused environment
  • The desire to perfect the team's talents to highlight their strengths
