The Procurement Contracts Administrator is a professional staff member responsible for administering procurement activities and managing the full lifecycle of contracts for tribal government departments and programs. This position coordinates competitive solicitations, contract development, vendor compliance, contract monitoring, and procurement reporting while ensuring compliance with tribal policies, federal regulations, grant requirements, and applicable laws. Key Responsibilities- Oversees procurement and contract administration activities to ensure compliance with tribal, federal, and state regulations
- Coordinates purchasing for goods, services, construction, and professional services
- Manages bid solicitations, RFPs, RFQs, vendor evaluations, and competitive procurement processes
- Reviews purchase requests and determines appropriate procurement methods
- Administers contracts, amendments, renewals, and change orders while monitoring performance and compliance
- Maintains procurement records, contract management systems, and audit documentation
- Builds and maintains positive relationships with vendors, suppliers, and contractors
- Assists with contract negotiations, dispute resolution, audits, and process improvements
- Prepares procurement and contract reports, analyzes spending trends, and supports internal control compliance
- Maintains confidentiality of sensitive procurement and contract information
- Monitors procurement performance, vendor metrics, and procurement cycle times
- Identifies opportunities for cost savings and operational improvements
- Prepares reports for leadership, committees, and auditors
- Provides procurement training and guidance to departments and staff
- Performs other related duties as assigned
- Bachelor’s degree in Business Administration, Accounting, Finance, Public Administration or related field required
- Four (4) years of experience in procurement and contract administration, with the qualifying experience obtained within the past six (6) years required, preferably with a local, state, federal or tribal government agency
- Ability to work odd and irregular hours, as needed
- Must successfully pass the required criminal and character background check
- Ability to travel and participate in required training, leadership development, and other events
- Ability to perform all duties and responsibilities of this position adequately and successfully
