This position is responsible for the performance of traffic engineering duties. This position reports to the Traffic Engineering Manager.
ESSENTIAL JOB FUNCTIONS- Performs collision and traffic calming analyses, signal warrants, sign requests, sight distance evaluations, and other traffic related analyses.
- Designs and provides project management for traffic signal, street lighting, and street sign projects and operations.
- Conducts reviews of private development plans and traffic impact studies.
- Provides oversight of consultants and contractors performing work for Capital Projects.
- Exercises functional supervision over assigned personnel.
- Performs other related job duties as assigned.

QUALIFICATIONSEducation and Experience
Bachelor’s degree in civil engineering or equivalent and three (3) to five (5) years’ experience; or an equivalent combination of education and experience.
Special Qualifications- Certification as a Professional Engineer or Engineer in Training in the State of Alabama.
- Possession of or ability to readily obtain a valid driver’s license for the type of vehicle or equipment operated. Requirement exists at the time of hire and as a condition of continued employment.
- Knowledge of civil engineering principles, practices, techniques, and design standards.
- Knowledge of traffic engineering principles, practices, techniques, and design standards.
- Knowledge of local, state, and federal design regulations, guides, and manuals.
- Knowledge of traffic signal design, operation, and maintenance.
- Knowledge of traffic sign guidelines and installation techniques.
- Knowledge of grant management.
- Knowledge of local government operations, policies and plans, and modern office practices and procedures.
- Skill in the use of hand and power tools.
- Skill in performing basic mathematical calculations such as addition, subtraction, multiplication, division, and percentages.
- Skill in operating engineering software.
- Skill in effective communication, both orally and in writing.
- Ability to meet and deal with employees and the public in an effective and courteous manner.
- Ability to get along with others and work effectively with the public and co-workers.
- Ability to deal with confidential and sensitive matters.
- Ability to use computers for data entry, word processing, and/or accounting purposes.

The work is light work, which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Work is typically performed while intermittently sitting, standing, stooping, crouching, or walking. The employee uses tools or equipment requiring a high degree of dexterity and distinguishes between shades of color.
WORK ENVIRONMENTThe work is typically performed in various indoor and outdoor environments, occasionally in cold, hot, or inclement weather. The employee may be exposed to noise, dust, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, etc.
