Job Title
In a few words, as deputy director, the head of the steering and resources division is part of the management team of the direction. They participate in this capacity in the steering of the direction in all its dimensions and represent the director to the services of the direction and external authorities or partners.
As head of the steering and resources division, the division head exercises direct authority over three divisions responsible for:
- Human resources and professional training;
- Activity management, strategy, and major projects;
- Management of budgetary, real estate, and logistical means, domain missions, and real estate policy, eco-responsibility.
Their field of competence covers a wide variety of major issues highlighted in the strategic roadmap of the DGFiP (COM ), such as the modernization of HR management and the support of executives, the ecological transition in its various dimensions (transport, real estate, purchases…), the digital transformation, and the steering of activities aimed at maximizing operational efficiency.
The division head also occupies a central place in social dialogue and its main themes: driving change and implementing reorganizations, safety and working conditions, implementing recognition and motivation systems for executives and staff, attractiveness of the direction, adequacy of the allocation of resources to the needs of the business areas through the management of assignments and professional training.
On all subjects addressed within the division, the holder ensures the good coordination of the work carried out with the different components and the head of the business division.

Candidates must have:
- Proven managerial skills (decision-making capacity, reactivity, initiative, synthesis, analysis) ;
- an ability to understand the technical knowledge exercised in the divisions and related missions ;
- a strong potential to lead and accompany changes ;
- a developed sense of human relations in view of the multiplicity of interlocutors, internal and external; - A sense of anticipation, a great capacity for listening and dialogue as well as a strong ability to animate and coordinate work teams.
Employment conditions - recruitment:
This position is to be filled under the conditions provided for by Articles R. 342-1 to R. 342-8 of the general code of public service relating to the director positions of the State and the order of June 3, 2020, amended, setting the modalities of recruitment for these director positions relevant to the DGFiP, namely:
- For civil servants: belonging to a body or to a position relevant to category A or having held for at least three years in a detached position one or several positions, when the gross terminal index of this body, of this position or of these positions is at least equal to or higher than the index outside scale B or higher than the gross index 1217.
Officers holding at least the rank of lieutenant-colonel or having held a position leading to nomination in the functional class of the grade of commander, members of the general control corps of the armies, magistrates of the judicial order as well as administrators of the services of the National Assembly and the Senate. - For non-civil servants: having exercised responsibilities of a level comparable to those devolved to the civil servants mentioned above.
In accordance with the provisions of the order of December 8, 2022, taken for the application of Art. 11 of Decree No. of April 25, 2022, relating to the director positions of the DGFIP, of the order of November 23, 2022, taken for the application to certain superior positions of the State public service, this position falls under group VII and level IV which takes into account the level of responsibility, the scope of action, the degree of expertise required and the technicality required to occupy it.
The gross annual global remuneration is composed of a part index and an indemnity part. The remuneration depends on the professional experience of the candidate and varies, for agents having the quality of civil servants according to the grade held by the holder of the position.
