Supervisor of Human Resources & People ServicesNATURE OF WORKSUPERVISIONWorks under the direction of the Director of Human Resources and/or Town Manager.
JOB ENVIRONMENTWork is performed under typical office conditions.
ESSENTIAL FUNCTIONSThe essential functions or duties listed are intended only as illustrations of the various types of work that may be performed. - Direct and coordinate the day-to-day operations of the Town’s Human Resources function.
- Develop, implement and maintain personnel policies, procedures, and administrative practices.
- Advise the Town Manager, department heads, and supervisors on personnel-related matters.
- Assists with investigations involving employee complaints, workplace conduct, harassment, discrimination or other personnel matters.
- Assists with the administration of employee compensation programs, pay classifications, and position evaluations.
- Coordinates and manages employee health and dental benefits programs for all employees including School department.
- Coordinates and manages the annual open enrollment for health/wellness/benefits.
- Provides employees with detailed information relating to plan benefits, costs and enrollment/change procedures.
- Researches written notification and verbal instructions regarding available town benefit plans and COBRA regulations to retiring or terminating employees.
- Works closely with Accounting, Treasurers, Retirement, and School Departments in maintaining accurate information regarding active and retired health plan participants.
- Coordinates and manages Interactive Conferences as required in the American with Disabilities Act.
- Manages job postings for all departments and assists in the recruitment process of employees.
- Maintains strict confidentiality in all matters.
- Coordinates life insurance enrollments, audits bills.
- Manage Human Resources Generalist.
- Coordinates and manages the Family Medical leave (FMLA) process for family medical leave requests.
- Handles employee inquiries regarding human resources related matters.
- Responsible for maintaining payroll deductions, paying of weekly payroll taxes and filing quarterly taxes.
- Coordinates and Manages all Workers Compensation claims.
- Files Deferred Compensation reports.
- Performs other related duties as assigned by the Director.
- Excellent written, verbal, interpersonal, organizational, and analytical skills.
Education and Experience
Bachelor’s Degree preferred in Human Resources, Business Administration, Organizational Management or related field. Three to five years of progressively responsible Human Resource experience. Preferably including Supervisory or management experience. Municipal experience and experience in health insurance field preferred or an equivalent combination of education and experience. Combination of education and experience will be considered.
