General Summary

The BUILDER assessor is responsible for performing component rating updates and new Facility Condition Assessments (FCA) utilizing the most current version of the BUILDER SMS application. The role ensures the Sustainment Management System (SMS) remains current with condition assessments on facilities, roads, grounds, and other classifications as outlined in the Army BUILDER™ SMS Inventory and Assessment Guide. The assessor must understand and interpret design documents (drawings, specs, etc.)

and be proficient in using BUILDER/BUILDER Remote Entry Database (BRED) programs for data collection and storage. Knowledge of the ASTM UNIFORMAT II standard for classifying building elements is required. Other duties as assigned may also arise.

Essential Duties and Responsibilities
  • Ensure the SMS is kept current with condition assessments on facilities, roads, grounds, and other classifications as outlined in the Army BUILDER™ SMS Inventory and Assessment Guide.
  • Demonstrate the ability to understand and interpret design documents (drawings, specs, etc.).
  • Employ BUILDER/BUILDER Remote Entry Database (BRED) programs for collection and storage of data.
  • Classify building elements using the ASTM UNIFORMAT II standard as it pertains to the discipline area.
  • Perform other duties as assigned.
Knowledge, Experience and Skill Requirements
  • Minimum of three (3) years’ experience with equipment assessment or an equivalent combination of education and experience sufficient to understand technical and process-based aspects of the services we provide.
  • Proficient written and oral communication skills.
  • Strong computer skills, able to read, write, and comprehend written instructional documents.
  • Basic knowledge of mechanical systems and critical thinking skills.
  • Adhere to all special considerations identified for the execution of assessments and inspections.
  • Ability to use a computer and proficient in Microsoft Word, Excel, and other computer programs.
  • Incorporate user interviews, work order histories from the database of record, or other approved sources (GFEBS/ArMA) when determining the condition of a component-section.
  • Strong written, oral, and presentation skills.
  • Possess or be able to obtain USACE-ERDC-CERL Assessor provided training.
  • Strong teamwork and interpersonal skills.
Working Conditions
  • Walk for extended periods, bend, kneel, push, pull, and stretch as required.
  • Work environment includes office settings and field work.
  • Physical demands include intermittent sitting, standing, walking, climbing ladders, bending, reaching, and lifting up to 50 lbs.
  • Occasional exposure to elements such as heat, cold, noise, dust, dirt, chemicals, etc., generally not to the point of being disagreeable.
Special Qualifications/Requirements
  • Must successfully pass a federal, state, or local government background investigation.
