PUBLIC WORKS-TRAFFIC ENGINEERING

Responsible for directing, planning, and managing the Augusta Engineering traffic engineering projects, operations and services including TMC & ITS within the guidelines of City and departmental policies and procedures, state and federal laws, and acceptable professional engineering practices. This position works closely with other assistant directors & managers within Engineering Department, Georgia DOT personnel, design consultants, developers, surveyors, citizens, other city departments, and elected officials.

• Oversees the planning, operation, and administration of all department activities as related to traffic engineering to include collection and analysis of traffic engineering data, recommending traffic improvement measures and submitting traffic engineering reports.
• Oversees the planning, design, operation, and administration of all activities related to traffic engineering, Traffic Management Center (TMC), and associated Intelligent Transportation Systems (ITS).
• Oversees overall traffic safety and operational needs for the government including traffic signal operations, signing and markings, roadway lighting, and construction & maintenance of infrastructure.
• Coordinates activities to be consistent with the goals and objectives of the assignment ensuring that all activities successfully comply with established regulations and restrictions including departmental recommendations, programs, and policies.
• Collaborates with the Director in the preparation of the budget, strategic planning, and studies.
• Performs personnel administration for the division and represents management at public relations events.
• Develops and implements new programs, special projects, new policies, and procedures as directed by the Director.
• Responsible for the Department in the absence of the Director.
• As required performs other duties of a similar nature or level.

• Education:
  
  BA/BS in Civil Engineering
• Experience:
  
  Seven (7) or more years of responsible leadership experience in traffic engineering, managing projects, collecting and analyzing data as it relates to traffic engineering, traffic safety, and maintenance of infrastructures.

• Considerable knowledge of principles and practices of organization, personnel management, and administration as related to municipal administration.
• Familiarity with engineering designs, current developments in the field of traffic engineering, funding, procedures and grant management and the Manual of Uniform Traffic Control Devices.
• Proficiency in principles of planning budgeting purchasing.
• Experience in applying innovative and modern traffic engineering solutions such as road diets, roundabouts, adaptive signal systems or other unconventional roadway and intersection treatments.
• Experience with road construction and maintenance techniques, approved safety standards, legal requirements for roads, and interpreting ordinances and regulations related to public infrastructure.
• Good communication skills, both oral and written.
• Demonstrated ability to work independently.
• Knowledge of Intelligent Transportation Systems (ITS) and their use to improve safety and traffic flow in a municipality.

• Possess a Professional Engineer License (PE). PTOE is preferred; possess a Professional Engineer License (PE) in the State of Georgia or able to obtain one in six months' time.
• Possess or have ability to obtain a valid state operator/driver's license for the type of vehicle or equipment operated.

• Physical Abilities:
  Tasks require moderate physical effort, involving climbing, balancing, stooping, kneeling, crouching, crawling, prolonged standing, some lifting and carrying moderate weight (20-50 lbs).
• Sensory Requirements:
  Ability to perceive and discriminate colors, shades, sounds, depth, and visual cues. Ability to communicate orally.
• Environmental Factors:
  Exposure to adverse conditions such as dirt, dust, pollen, humidity, rain, traffic hazards, animal/wildlife attacks, and possible exposure to hazardous materials.

Budgetary responsibility of $15M.

Supervises 6 to 10 staff members.
