Program Analyst

This GS‑7 position is an intermediate level position leading to the full performance level of GS‑9. The incumbent is required to satisfactorily complete both on‑the‑job training and related instructions from the immediate supervisor. In a developmental capacity, the incumbent will be responsible for performing the full range of duties that generally conform to those given in the GS‑9 position description.

• Time‑In‑Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time‑in‑grade requirements by the closing date of this announcement. For a GS‑07 position you must have served 52 weeks at the GS‑05. The grade may have been in any occupation, but must have been held in the Federal service.
  
  An SF‑50 that shows your time‑in‑grade eligibility must be submitted with your application materials. If the most recent SF‑50 has an effective date within the past year, it may not clearly demonstrate you possess one‑year time‑in‑grade, as required by the announcement. In this instance, you must provide an additional SF‑50 that clearly demonstrates one‑year time‑in‑grade.

• GS‑07 Specialized
  
  Experience:
  
  You must have one (1) full year of specialized experience equivalent to the GS‑5 level in the Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Program Analyst position. Qualifying specialized experience includes utilizing basic concepts, specialty PACT knowledge, strong analytical skills, and proficiency with databases and spreadsheets, and you must have a minimum one (1) year of experience working as Patient Care Management Coordinator (PCMM).
• GS‑07
  
  Education:
  
  Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of graduate‑level education or a bachelor's degree with Superior Academic Achievement (SAA). Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
• GS‑07 Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience, as described above, and a bachelor's degree.
• GS‑09 Specialized
  
  Experience:
  
  You must have one (1) full year of specialized experience equivalent to the GS‑7 level in the Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Program Analyst position. Qualifying specialized experience includes utilizing basic concepts, specialty PACT knowledge, strong analytical skills, and proficiency with databases and spreadsheets, and you must have a minimum one (1) year of experience working as Patient Care Management Module Coordinator (PCMM).
• GS‑09
  
  Education:
  
  Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, two (2) full years of progressively higher‑level graduate education leading to such a degree, or an LL.B. or J.D. (if related). Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
• GS‑09 Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond one (1) full year of graduate‑level education.
