Job Title:
Lieutenant
Salary Range: $68,764.80 to $90,093.72
Job Summary:This is a supervisory law enforcement position that is responsible for overseeing and managing departmental activities as well as various administrative, planning and coordination duties in the assigned division, making daily work assignments, determining that assigned personnel are available for duty and calling in replacements as authorized, holding daily roll call sessions, and holding training sessions on laws or procedure.
Major Duties:
- Enforces local, state and federal laws;
- Supervises Police.
Officers, Corporals, Sergeants and support staff; supervises the scheduling and coordination of shift changes; trains personnel in proper work methods; assigns, delegates and reviews work; conducts roll calls, vehicle and uniform inspections; maintains administrative records and personnel files; hears and resolves minor complaints; counsels subordinates and makes recommendations and/or takes disciplinary action; analyzes, reviews and advises personnel regarding work procedures to ensure compliance with departmental rules and regulations;
conducts annual evaluations of employees performance; - Oversees and participates in investigating criminal law violations occurring within the City limits; obtains evidence and compiles information regarding crimes; prepares cases for filing of charges; testifies in court; oversees and assists as needed with uniform patrol, traffic and emergency radio calls;
- Maintains contact with police supervisory personnel to coordinate investigative activities; provides mutual assistance during emergency situations;
- Makes day-to-day police assignments as required; makes and coordinates plans about individual tactical matters such as equipment and investigations; determines how to deploy personnel during emergency responses;
- Performs planning and administrative duties; analyzes equipment needs, reviews reports submitted by staff; assists with the development of departmental rules, regulations, policies and procedures; oversees and performs complaint investigations and takes subsequent action; advises staff on technical matters;
- Reviews, evaluates and develops programs, policies and procedures for various departmental operations;
- Responds to public in accordance with departmental guidelines and procedures;
- Maintains law and order; protects lives, and property by supervising personnel and participating in duties; receives and responds to calls; takes appropriate action; handles stressful situations according to department policy/procedure; provides back-up for calls; maintains traffic control through observation and use of speed detection devices; tests and detains drivers suspected of DUI; prepares citations and accident reports; locates defendants and serves criminal warrants;
locates and transports criminals; performs other Patrol Officer duties as necessary; - Performs other duties as assigned.
Additional duties for the Criminal Investigations Division Commander:
- Supervises the Criminal Investigations Division; reviews and assigns incoming cases; reviews supplemental reports; aids in the collection and processing of evidence; assists in obtaining information related to cases;
- Supervises the crime scene unit; trains patrol officers and other subordinate staff in basic crime scene protocol to ensure proper handling of evidence at the scene; oversees equipment for crime scene unit;
- Serves as manager of the evidence room; obtains and logs evidence from staging areas; ensures proper packing and storage of evidence; retrieves evidence for court; testifies as to chain of custody; transports evidence to crime lab; completes annual inspections and purges evidence;.
- Oversees internal affairs; conducts internal affairs investigations assigned by the Chief; maintains database of complaints, investigations and use of force;
- Examines and analyzes crime scenes to obtain clues and evidence; collects physical, trace and biological evidence; photographs crime scenes, documents and diagrams crime scenes; preserves evidence.
- Maintains case files, prepares cases for prosecution, and testifies in court.
- Analyzes completed police reports to determine what additional information and investigative work is needed;
- Interviews witnesses; conducts interrogations;
- Secures subpoenas, arrest and search warrants.
- Attends criminal intelligence meetings;
- Reviews investigative reports and subordinate investigators' progress on cases;
- Determines budgetary needs of the Criminal Investigations Division, crime scene unit and the evidence room
Knowledge Required by the Position:
- Knowledge of principles and practices of employee supervision, including work planning, assignment, review and evaluation;
