A leading international infrastructure and construction company is seeking a highly experienced Human Resources Manager to support its expanding portfolio of complex infrastructure projects.
The selected candidate will play a key leadership role in aligning workforce strategies with business objectives, ensuring effective HR operations, and supporting organizational development across all phases of project delivery. Working in close collaboration with project leadership and corporate teams, the Human Resources Manager will drive talent management, employee engagement, and compliance in a dynamic, performance-driven environment.
Mission:The role acts as a strategic HR partner to senior management, ensuring that workforce planning, organizational development, and HR operations are aligned with business objectives, while ensuring compliance with applicable labor regulations and company policies.
Responsibilities:- Support the design and implementation of HR strategies aligned with corporate objectives and company HR policies.
- Act as a strategic advisor to senior management on workforce planning, organizational development, and people management.
- Contribute to the development of HR frameworks covering recruitment, total compensation, performance management, training, and talent planning.
- Support corporate culture initiatives that reinforce company values, employee engagement, and organizational effectiveness.
- Lead and manage the Human Resources function for major infrastructure projects, ensuring alignment with project objectives and workforce requirements.
- Establish and maintain effective HR structures, including project organizational charts, workforce planning, and staffing models.
- Manage full-cycle HR operations including recruitment, contracts, onboarding, payroll coordination, benefits administration, performance management, and employee relations.
- Provide guidance to project leadership on complex employee matters and ensure consistent application of HR policies.
- Design and implement training and development initiatives to strengthen leadership capabilities and support employee growth.
- Develop programs to enhance employee engagement, retention, and organizational culture across project teams.
- Support succession planning and talent development initiatives in coordination with Corporate HR.
- Ensure compliance with applicable labor laws, statutory requirements, and internal and client HR policies.
- Implement company HR policies and coordinate closely with Corporate and Regional HR teams.
- Maintain the integrity and efficiency of HR systems, payroll processes, and statutory deductions.
- Support continuous improvement of HR policies and processes aligned with business objectives.
- Collaborate with project leadership, corporate HR, and regional HR teams to ensure effective HR service delivery.
- Advise department managers on leadership, team management, and employee development.
- Coordinate with external providers for employment documentation, expatriate work permits, and visas when required.
- Oversee HR administration and HR team management on project sites.
- Organize internal employee initiatives, corporate events, and engagement activities.
- Support broader corporate HR initiatives, programs, and transformation projects as required.
- Bachelor’s degree in Human Resources, Business Administration, or related discipline
- Master’s Degree or MBA with HR specialization is an advantage.
- A minimum of 10 years’ professional experience. At least 5 years in a leadership or HR business partner role.
- Experience in construction, engineering, infrastructure, or large project environments is highly preferred
- Strong knowledge of HR practices within project-based and multidisciplinary environments.
- Large-scale infrastructure or construction projects requiring complex workforce planning and mobilization.
- Public-Private Partnership (P3) and Design-Build project environments with multidisciplinary teams.
- Projects involving diverse, high-volume workforce populations, including craft labor, technical staff, and expatriates.
