Supervises assigned staff, manages and evaluates the development, design, and implementation of technology projects within the guidelines of local, state, and federal laws, County ordinances, County policies and procedures, departmental regulations, and technical manuals. Reports to the Deputy CIO of Business Application Services or other designated person and works with directors, supervisors, elected officials, vendors, consultants, outside agencies, and other IT professionals to implement and utilize computer resources.

PRINCIPAL DUTIES AND RESPONSIBILITIES

* Performs project management, implementation, testing, upgrade, support, and training for application systems and departments.

* Manages, develops and implements troubleshooting, problem solving, testing techniques, and data conversion processes within the context of application support.

* Performs business analysis and documents business requirements based on users' business needs and recommends appropriate hardware and/or software solutions.

* Designs, develops, and supports users, systems, and project management documentation.

* Provides input for Request for Proposals, Quotes, Information (RFP, RFQ, RFI), and performs subsequent assessment of vendor scopes of work and contracts.

* Provides technical and procedural guidance and training to other staff and monitors their progress.

* Analyzes and recommends IT budget needs and orders for designated departments.

* Manages, analyzes and maintains application security.

* Performs other duties of a similar nature or level.

POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE:

* Implementation of vendor-supplied business application software in an end-user department.

* Thorough and accurate documentation of project management steps and results in a management-approved format.

* Evaluating staff tasks and assigning priorities.

* Coordinating with IT staff, vendors, and end users to ensure successful resolution of projects.

* Responding to emergency technology support issues in their area(s) of responsibility.

* Training other staff members (not necessarily subordinates) in technology applications.

Education:

BA/BS in Computer Science, Business Administration, or related occupational field of study.

Experience:

Four (4) years in a project management position with a minimum of one (1) year of supervisory or lead experience.

Knowledge/Skills/Abilities

Knowledge of:

* Technology principles, concepts, techniques, project management, contract management and fundamentals of information processing.

* Trends and standards of the information technology industry, local, state, and federal legal regulations and requirements, and County ordinances and departmental/divisional policies and procedures.

* Functional and technical aspects of business processes and software systems for assigned departments.

* Existing and emerging software and hardware products, programming languages, and database management.

* Software implementation and quality assurance best management practices and procedures.

Skills in:

* Providing clear expectations and instructions to subordinate team

* Acquiring and maintaining skill sets on new and evolving software, database, and hardware technologies

* Managing multiple projects, issues, tasks, or problems simultaneously

* Mastery of documentation, troubleshooting and problem solving.

* Communications, both oral and written.

* Working with a team, independently and supervising others.

Certification:

* Project Management Professional (PMP), Information Technology Infrastructure Library (ITIL), are preferred and beneficial but are not required.

OTHER:

* This position requires staff call up in emergency situations

* This position is involved in budgetary/financial responsibilities.

* Training and supervisory responsibility is required for this position.
