Maintenance Supervisor

Summary

This position is the Maintenance and Operation Supervisor for the Downtown Division, responsible for master planning, overall coordinating, and directing the work operations of the shops in the Maintenance and Operations (M&O) Section of the Engineering Service at the downtown Charlie Norwood VA Medical Center and community based outpatient clinics (CBOCS). The supervisor manages equipment repair and maintenance for downtown VAMC‑owned equipment.

• Demonstrated training or experience of sufficient scope and quality to perform the duties of this position.
• Evidence of knowledge, skills, and ability to perform the duties, supported by detailed resume descriptions.
• Evaluation will be according to OPM Federal Wage System Qualification Standards, with assessment of the following Job Elements:
  Ability to interpret instructions and specifications, ability to lead or supervise, ability to use and maintain hand tools, knowledge of equipment assembly, installation, repair, knowledge of materials technical practices, use of measuring instruments.

Applicants will be screened against the prescribed screen‑out element; those meeting minimum qualifications will be considered for further rating.

• Responsible for all personnel and administrative matters involving the downtown Maintenance and Operations Shops.
• Serves as Contracting Officer Representative (Level 2) for Maintenance and Operations; provides necessary inspections, documentation, follow‑up action, and training to meet Joint Commission, OSHA, VACO, VISN, DHEC, and required medical center safety programs.
• Provides professional advice, assistance, and direction to the Assistant Chief Engineer and management to operate building and utility systems properly.
• Indirectionally supervises a diverse group of journeyman tradespeople through subordinate supervisors, ensuring tasks are completed efficiently.
• Ensures work orders are completed within reasonable time frames, prepares work orders for correction of deficiencies, and initiates repairs through regular inspections of utility and building systems.
• Manages work schedules—daily, weekly, monthly, yearly—for subordinates in accordance with Union Agreement.
• Assigns work, establishes schedules, methods, and procedures; researches project requirements to determine manpower, materials, and equipment costs.
• Conducts interim and annual performance appraisals for all employees within established time frames.
• Adheres to and enforces policies on Equal Opportunity, information security, privacy, sexual harassment, and other personnel regulations.
• Recommends promotion, awards, and reassignment actions for subordinate supervisors.
• Promotes and administers management improvement programs such as safety, cost‑reduction, energy management, incentive awards, quality assurance, and preventive maintenance.
• Actively addresses personnel problems within the section and serves as management representative as required.
