Summary

This position is the Maintenance and Operation Supervisor for the Downtown Division. Responsible for the master planning, overall coordinating, and generally directing the work operations of the shops in the Maintenance and Operations (M&O) Section of the Engineering Service at the downtown Charlie Norwood VA Medical Center and community based outpatient clinics (CBOCS). Responsible for managing equipment repair and maintenance for the downtown VAMC owned equipment.

EXPERIENCE:

A specific length of training and experience is not required - but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge - skills - and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume.

Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT:
Your qualifications will first be evaluated against the prescribed screen out element – usually appears as question 1 in the online questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:
Ability to Interpret Instructions – Specifications – etc. (Includes Blueprint Reading). Ability to Lead or Supervise. Ability to Use and Maintain Hand Tools (Electrical Work). Knowledge of Equipment Assembly
- Installation - and Repair - etc. Knowledge of Materials Technical Practices (Theoretical

Experience refers to paid and unpaid experience – including volunteer work done through National Service programs (e.g. – Peace Corps – Ameri Corps) and other organizations (e.g. – professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies - knowledge - and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience - including volunteer experience.

Note:

A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Duties
  • Responsible for all personnel and administrative matters involving the downtown Maintenance and Operations Shops.
  • Serves as Contracting Officer Representative (Level
    2) for Maintenance and Operations:
    Provides necessary inspections, documentation, follow‑up action and training to meet all Joint Commission – OSHA – VACO – VISN – DHEC and required medical center safety programs. Provides the Assistant Chief Engineer and management with professional advice, assistance and direction to properly operate the building and utility systems.
  • Responsible for indirectly supervising a complex group of dissimilar journeyman tradesmen in the accomplishment of their tasks through subordinate supervisors.
  • Ensures that work orders are complete within a reasonable time frame depending on priority.
  • Prepares work orders for correction of deficiencies in utility systems, building systems and other areas as identified through various inspections and committee minutes.
  • Conducts own inspections of utility and building systems on a regular basis and initiates work orders for repair.
  • Ensures daily, weekly, monthly and yearly work schedules for subordinates are posted per Union Agreement.
  • Assigns and explains work requirement to unit supervisors – establishes schedules, methods and procedures.
