DCA Enterprise Project Manager

We are looking for a DCA Enterprise Project Manager to lead, coordinate, and implement projects for the software system (Emphasys) that supports the Housing Finance and Development Division’s database platform.

Location:

Hybrid – at least two days in the office for meetings, updates, and other interactions.

The Enterprise Project Manager will onboard the software for three teams within one division. Onboarding is roughly 60–70% complete; the role will focus on final implementation, including testing and close‑out.

• Lead planning, execution, and delivery of the software onboarding project.
• Develop and track a project plan, objectives, timelines, milestones, and deliverables to ensure timely completion.
• Coordinate teams to ensure alignment with organizational goals and priorities, including internal team meetings and weekly vendor meetings.
• Ensure projects comply with federal, state, and local housing finance regulations and program requirements.
• Monitor project progress, identify risks, and implement mitigation strategies.
• Serve as primary liaison between internal and external departments, staff, leadership, vendors, consultants, and external partners.
