License and Certification Qualifications
- Must hold or be eligible for a valid Georgia Educators Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission Required
- Bachelors Degree in related field Required, or in lieu of degree, 4 years of equivalent full-time experience in the field of facilities management, construction, maintenance and operations, or other related field.
- Masters Degree in related field Preferred
- 10 years of experience with increasing responsibility in maintenance, construction management, or a related field Required
- Working knowledge of school facility design and construction, facility maintenance operations, financial budgeting, problem solving, continuous improvement, and managing multi-site operations with general knowledge of local/state/federal building codes
- Ability to appraise the quality of school facilities and develop long-range plans and objectives
- Exceptional ability to communicate and work with others in an effective manner
- Ability to think strategically with appropriate level of detail analysis to plan and execute
- Demonstrated record of successful administration and leadership skills
- High degree of skill in organization and problem-solving
- Ability to analyze existing processes and identify areas for improvement
Direct, plan, and evaluate the general operation of building maintenance in support of teaching and learning and all central office functions to ensure all facilities are functioning according to the original design parameters in accordance with the districts mission, vision, and goals.
- Plan, direct, and evaluate the districts maintenance of schools and support facilities.
- Determine customer requirements and plan, develop, and implement procedures to meet needs.
- Develop budget based on facilities needs and instruction requirements.
- Determine and allocate resources to effectively meet the needs of schools and support functions county-wide.
- Develop, implement, and evaluate scheduled and preventive maintenance of all school and support facilities.
- Maintain costs and performance analysis records for all facility assets.
- Develop and maintain meaningful Key Performance Indicators (KPIs) for the Department of Building Maintenance.
- Develop and implement safety program standards in general conformance to Life Safety practices.
- Develop and prepare Operational Management Plans (OMPs) to improve departmental effectiveness.
- Direct, plan, and evaluate departmental staff.
- Plan in-service training programs for maintenance personnel and control quality of workmanship.
- Direct the use of personnel and materials.
- Redeploy and reassign personnel, budgets, and resources as conditions warrant.
- Direct, plan, and evaluate the systems network of utilities including electricity, natural gas, water, and sewer.
- Plan, direct, and implement a comprehensive Energy Management System (EMS).
- Analyze utility suppliers for new schools, additions, and support facilities and secure contracts.
- Plan, direct, and evaluate a system for monitoring accuracy and correctness of utility bills.
- Develop and prepare OMPs to improve utility effectiveness.
- Maintain communication with the user community, contractors, suppliers, and authorities having jurisdiction.
- Work with all other departments and local schools to resolve conflicts.
- Develop and maintain appropriate procedures for acquiring maintenance service.
- Communicate with local schools as to the needs and services rendered by the Building Maintenance Department.
- Communicate with material and service suppliers to ensure maximum benefit for school system.
- Communicate with local, state, and federal authorities having jurisdiction and resolve issues in an efficient manner.
- Direct the maintenance of departmental resources.
- Supervise inventory of materials and supplies.
- Supervise service records.
- Direct the appropriate use of resources including equipment, supplies, and personnel.
- Advise other departments in areas concerning building structure, functions, and maintenance.
- Direct the continuous improvement efforts for all departmental processes.
- Perform other duties as assigned.
