Supervisory Mobility Transportation Specialist

The incumbent serves as a Supervisory Mobility Transportation Specialist
- Mobility Manager and manages all Veterans Transportation System (VTS) and Beneficiary Travel (BT) Program activities, including patient transport, Special Mode Travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation.

The Supervisory Mobility Transportation Specialist
- Mobility Manager supervises/ensures the VTS and BT processes comply with regulatory guidance, while assuring program effectiveness. They serve as the Contracting Officer Representative for all transportation contracts, including common carrier, Special Mode, ambulance, and air ambulance.

The incumbent is also responsible for working with state Veterans and Transportation Agencies and local transportation providers to establish expanded transportation networks to improve Veterans access to care.

Major duties include but are not limited to:
Program Leadership & Oversight:
Manages the facility’s Veterans Transportation Program, ensuring safe, reliable transportation for Veterans traveling to VA and authorized non-VA medical appointments across the medical center’s catchment area. Beneficiary Travel Management:
Coordinates and authorizes travel through mileage reimbursement and contracted modes of travel for eligible Veteran enrollees.

Program Planning & Development:
Designs, evaluates, and administers multiple transportation programs serving Veterans, active-duty service members, caregivers, and individuals in rural or metropolitan areas, including those who are elderly, disabled, medically fragile, or undergoing life-sustaining treatments such as dialysis, chemotherapy, or radiation therapy.

Studies, Analysis & Process Improvement:
Conducts complex studies to assess program efficiency, workload, and productivity; recommends process improvements and implements updated methods, procedures, or operational changes. Resource & Budget Management:
Identifies staffing, equipment, facility, and funding needs necessary to sustain program operations.

Manages the transportation budget, analyzes organizational budget impacts, and provides recommendations to Medical Center leadership on critical budgetary issues and all transportation program matters. Contract Administration (COR):
Serves as the COR for transportation contracts, including common carrier, special mode transport, ambulance services, and air ambulance; ensures vendor compliance, contract performance quality, and service reliability.

Community & Interagency Coordination:
Provides outreach and engages with community transit authorities, state Veterans agencies, and local transportation providers to establish and strengthen transportation networks that enhance Veteran access to care. Reporting & Regulatory Compliance:
Prepares and submits monthly, quarterly, and annual performance reports.

Ensures adherence to national, regional, and accrediting body performance standards, regulatory guidance, and required measures. Supervision & Workforce Management:
Performs the full range of supervisory duties, including setting performance expectations, evaluating staff performance, counseling and guiding employees, resolving minor grievances, approving leave, adjusting workload distribution, and ensuring staff maintain appropriate licenses, certifications, and training.
