DESCRIPTION:

The position provides leadership and expert technical guidance to senior management and staff at all State agencies and component units on accounting policies and procedures, matters impacting the State's accounting system, matters pertaining to financial accounting and reporting on State appropriations, federal grants and trusts, and on-site collaboration with other bureaus to resolve complex accounting and financial reporting challenges. This position is responsible for reviewing and analyzing all State agency and component unit policies and procedures that directly or indirectly impact the State's financial condition and fiscal accountability.

This also includes assisting with the development of internal control processes within all State agencies in conjunction with the Internal Control Division of the Office of the State Controller and assisting with the development of accounting and financial reporting policies to ensure appropriate fiscal accountability statewide. the position conducts research and prepares implementation guidance for new GASB and FASB standards that are applicable to the State financial reporting and accounting.

This work is performed under the direction of the Director of Financial Reporting and Analysis.

RESPONSIBILITIES:
Responsibilities focus on formulating, implementing, and evaluating statewide accounting policies and procedures, promoting the State's compliance with General Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards. This process includes developing and implementing standardized accounting and year-end closing procedures for State agencies and component units, and preparation of the Annual Comprehensive Financial Report. As a bureau liaison, the position provides leadership and expert technical guidance to senior management and staff at all State agencies and component units on accounting policies and procedures, matters impacting the State's accounting system, matters pertaining to financial accounting and reporting on State appropriations, federal grants and trusts, and on-site collaboration with other bureaus to resolve complex accounting and financial reporting challenges.

KNOWLEDGE, SKILLS, AND ABILITIES

REQUIRED:

  • Knowledge of GAAP.
  • Knowledge of state and federal laws, rules, and regulations applicable to preparation of the Annual Comprehensive Financial Report.
  • Knowledge of accounting systems and data warehouses for large government units.
  • Knowledge of accounting and auditing theories, principles, and practices.
  • Knowledge of governmental accounting and financial reporting.
  • Proficiency in the development and use of complex spreadsheets.
  • Ability to develop and implement policies and procedures.
  • Ability to understand and stay current with Government Accounting Standards Board (GASB) pronouncements and revisions.
  • Ability to understand complex financial accounting systems.
  • Ability to prepare complex financial reports.
  • Ability to analyze and evaluate accounting systems, methods, procedures and other control mechanisms.
  • Ability to research laws, regulations, and highly technical accounting issues and offer sound advice.
  • Ability to work with a variety of people from different professions.
  • Ability to communicate effectively orally and in writing.
