DESCRIPTION:
The Department of Administrative and Financial Services (DAFS), Corrections Service Center is responsible for program accounting, cash management, resident accounts, and revenue/expenditure control for the Maine Department of Corrections (MDOC) that supports six adult facilities and one youth facility. These facilities keep our communities safer by reducing harm through supportive intervention, empowering change, and restoring lives.
BRIEF
JOB DESCRIPTION:
As an Accounting Support Specialist with the DAFS Corrections Service Center (CSC), this position will be processing payables for both Bolduc Correctional Facility (BCF) and Maine State Prison (MSP). In this position you will work closely with BCF/MSP, agency personnel and the CSC.
This is a professional financial position which utilizes established accounting systems and provides support to senior accounting staff and the Department of Corrections staff. The position will deal with various governmental fund types, revenue sources, cost centers, cost allocations, and proprietary financial and department systems. This position examines, accounts for, reconciles, analyzes, and interprets basic accounting data and records in accordance with established standards, state and agency accounting procedures, and must apply appropriate internal controls.
This position will use and apply accounting theory when analyzing and resolving standard accounting problems. This position will interact with program staff in the receipt and exchange of information, explaining accounting processes/ practices, and resolving accounting discrepancies. This position requires a knowledge of GAAP (Generally Accepted Accounting Principles), GASB (Government Accounting Standards Board) principles and guidelines, while exercising authority by conducting pre- and post-audit functions and the approval of transactions.
The position must be self-motivated and work under limited supervision.
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of accounting theories, principles, methods, practices, and terminology.
- Knowledge of governmental accounting standards and systems.
- Knowledge of computerized accounting systems.
- Knowledge of standardized desktop technology and products.
- Ability to apply generally accepted accounting principles to income statements, balance sheets, purchasing and other financial transactions.
- Ability to verify fiscal source documents, the application of fees, refunds, collections, and discounts.
- Ability to prepare narrative and statistical reports, financial statements/ schedules, projections, and analyze and interpret information from reports.
- Ability to review fiscal transactions for conformity with applicable laws, rules, policies, and procedures.
- Ability to communicate and to write clearly and effectively.
- Ability to recommend improvements in accounting controls, financial review trails, and business practices.
MINIMUM QUALIFICATIONS : (Entry level knowledges, skills, and/or abilities may be acquired through, BUT ARE NOT LIMITED TO the following course work/training and/or experience).
-Entry-level to intermediate education, training, and/or experience in accounting, administrative support functions, or another closely related field demonstrating competency in applying accounting principles and standards and preparing complex reports.
