* Salary includes a 6% stipend*
This position reports to the Contract Procurement Office (CPO), the contracting resource for non‑construction contracts for MaineDOT. The incumbent will develop, negotiate, process, administer and monitor contracts, grants, and municipal and cooperative agreements, including payable, receivable and non‑monetary agreements. The role also involves providing information and guidance, coordinating with contract administrators and external resources, assisting in the evaluation of provider performance, and supporting training on MaineDOT systems.
The employee will ensure compliance with all state and federal contracting requirements, enter contract and agreement information into state and MaineDOT systems, and resolve invoice‑related issues.
- Develop, negotiate, process, administer and monitor contracts, grants, and municipal and cooperative agreements.
- Provide guidance, coordination and support to contract administrators and outside resources.
- Assist in the evaluation of provider performance.
- Provide training on MaineDOT systems and ensure all procurement requirements are satisfied.
- Enter contract and agreement information into state and MaineDOT systems.
- Resolve invoice‑related issues.
- Preferred:
Procurement experience, including contract development, consultant/vendor communications, RFP/RFQ development and analysis, negotiations, and meeting facilitation. - Proficiency with Microsoft Excel, Word, Access and strong math skills.
- Minimum education, training, or experience demonstrating competence in contract or grant administration.
