Position: Procurement Analyst I

Job Summary

Procurement Analyst I supports the state procurement process of the Office of State Procurement Services by performing entry‑level procurement tasks for low dollar value goods and services. The role manages RFP/RFI solicitations, bid evaluations, and award processes under close supervision, while maintaining internal databases, SharePoint, and web‑based reports and providing customer service to vendors and state agencies.

Salary: $44,803.20 – $62,691.20 per year

Location:

Augusta, Maine (partial or hybrid telework with management approval)

Responsibilities
  • Research, compile, and disseminate data regarding market sources and vendors.
  • Review specifications and requirements for accuracy and integrity.
  • Prepare competitive bidding documents in accordance with established standards.
  • Publish competitive bids and proposals according to specifications and requirements.
  • Evaluate bids and proposals according to solicitation document specifications and requirements.
  • Award purchase orders and master agreements through the State’s e‑procurement system and maintain files.
  • Administer master agreements including supplier management and compliance standards.
  • Review state agency service contracts for administrative accuracy and clarity of content.
  • Maintain effective customer relations with state agency procurement staff and vendors to provide support and technical assistance.
  • Maintain and update the Office website and internal databases.
  • Review RFP and related documents for accuracy, formatting integrity, content, and adherence to rules and standards.
  • Assist the team with other procurement‑related tasks as needed.
Knowledge, Skills, and Abilities
  • Experience with the procurement solicitation process (RFQ/RFP), contracts, and related documents.
  • Knowledge of data analysis and ability to conduct market research.
  • Proficiency with Microsoft Office (SharePoint, Excel, Word) and Adobe PDF editor.
  • Strong written and verbal communication skills and detail orientation.
  • Consistent customer service skills for internal and external stakeholders.
  • Ability to coordinate, schedule, and facilitate team meetings.
  • Experience with RFP/RFI document review, editing, and approval processes.
  • Ability to draft scope of service documents and apply editorial standards.
  • Understanding of procurement solicitation stages (drafting, release, evaluation, appeal).
  • Experience in website development/management and commitment to process improvement.
  • Problem‑solving skills, risk identification, and appropriate escalation methods.
Minimum Qualifications
  • Associate’s Degree in Business Administration or related field of study.
  • Experience involving moderately complex procurement or related business processes demonstrating knowledge of large‑scale procurement of business goods and services, category management, and market research.
  • Directly‑related additional experience may substitute for the educational requirement on a year‑for‑year basis.
  • Strong written and verbal communication skills, detail orientation, and strong organizational skills.
