• Review technical plans and specifications for construction projects, ensuring quality control and assurance.
• Manage project and construction administration, including writing reports, reviewing and approving pay requisitions, change orders, and designing submittals.
• Select qualified design teams and write/approve architect/engineer and construction contracts using State procedures.
• Implement controls for construction oversight and contract accountability.
• Assist in securing project funding for future years through National Guard Bureau procedures.

• Licensed as a Professional Engineer.
• At least four (4) years of professional civil engineering experience, with a minimum of two (2) years performing complex engineering functions related to public works planning, development, or maintenance.
• Knowledge of federal, state, and local building codes.
• Knowledge of engineering principles and practices.
• Knowledge of construction and maintenance of public works projects.
• Ability to understand and explain complex engineering projects, plans, and specifications.
• Strong written communication skills, including the ability to produce clear, concise, and complete specifications, technical reports, or manuals.

• Experience in construction project management.
• Knowledge of State contracting procedures.
• Knowledge of National Guard construction.
