OVERVIEW

This position is responsible for managing the construction and maintenance of the State of Maine’s plant infrastructure. It involves designing detailed engineering plans, cost and schedule management related to projects. Success requires the ability to engineer innovative solutions to engineering problems and a deep understanding of outside plant construction techniques, fiber networking, routing, network management, and electrical systems.

RESPONSIBILITIES
  • Representing State of Maine, Network Services in all agencies, moving projects to ensure all networking and telecommunications needs are accounted for.
  • Design and develop interior and exterior cabling plants as required.
  • Design and develop voice and network equipment spaces, including support infrastructure such as uninterrupted power supply, cooling and generator systems.
  • Oversee, plan and coordinate the work of telecom, electrical and wiring sub‑contractors.
  • Document and maintain all essential aspects of the State of Maine’s physical plant infrastructure.
KNOWLEDGE, SKILLS & ABILITIES
  • Ability to manage and oversee multiple projects/activities simultaneously.
  • Ability to support advanced troubleshooting and problem resolution techniques.
  • Ability to communicate effectively both verbally and in writing at technical and non‑technical levels.
  • Ability to perform research and make recommendations to management.
  • Ability to perform work requiring lifting and/or physical exertion.
  • Ability to serve in a support role to multiple teams.
  • Knowledge of basic electrical and electronic theory and practical application of electrical and electronic principles and practices.
  • Knowledge of configuration, operation and integration of information technology equipment and systems.
  • Knowledge of specialized electronic test equipment used in the IT environment.
  • Knowledge of IT hardware, firmware and software standards from official standards bodies.
  • Knowledge of wireless, microwave and WLAN equipment and systems; ability to evaluate, specify, procure, deploy, program, configure, operate and maintain such equipment.
  • Ability to comprehend and apply technical publications, equipment and systems manuals and instructions.
  • Ability to read, understand and apply electrical and electronic schematic diagrams, notes and support documentation.
  • Ability to read, understand and evaluate technical publications, specifications, application notes and engineering criteria of electrical and electronic hardware and equipment.
  • Ability to evaluate blueprints, drawings, plans and other technical documents as they relate to the IT environment.
  • Ability to develop internal IT standards to support IT equipment and systems deployment.
  • Ability to evaluate situations and conditions in the field and make appropriate decisions, including "on‑the‑fly" decisions.
  • Ability to use CAD and Blue Beam for design of IT infrastructure within State owned and leased buildings and properties.
  • Proficiency in MS Office suite applications.
  • Provide technical and general input to RFP development and publication; evaluate proposals for contracted goods and services.
  • Use hand tools in deployment of IT equipment and systems.
  • Effectively direct and manage subordinate employees and contracted services in completion of tasks and projects.
  • Consult with and provide liaison to agency customer representatives.
MINIMUM QUALIFICATIONS

A minimum of 8 years of combined related post‑secondary education, technical certifications, or technology related work experience. Related training, internship experience, etc. may be credited as related experience on a month‑per‑month basis.
