BRIEF

JOB DESCRIPTION:

The Maine Department of Environmental Protection is seeking candidates for an Environmental Engineer with the Division of Water Quality Management. This position is a project manager for the Clean Water State Revolving Loan (SRF), which primarily provides low interest loans to municipal and quasi-municipal wastewater treatment facilities. The position manages all aspects of the DEP SRF loan process including State wastewater grants and federal Special Purpose Grants.

Specific duties include the review of funding applications, engineering plans and specifications, onsite construction review, approval of payment requisitions, and documentation for federal record keeping on Clean Water SRF projects. This position interacts closely with other division staff in licensing, compliance, enforcement, technical assistance, and water quality to ensure implementation of Department policies. This position also interacts with outside entities such as the EPA, the Maine Municipal Bond Bank, USDA Rural Development, the Department of Economic and Community Development, and consulting engineers to coordinate program activities.

Other duties may include managing Small Community Grant (SCG) and Overboard Discharge (OBD) Removal Grant projects.

MINIMUM QUALIFICATIONS:

A Bachelor's Degree in Environmental, Civil, Sanitary, Mechanical, or Chemical Engineering and four (4) years of engineering experience. Related experience may be substituted for education on a year or year basis.

LICENSING/REGISTRATION/CERTIFICATION REQUIREMENTS: (These must be met by all employees prior to attaining permanent status in this class):
Licensure as a Professional Engineer by the Maine State Board of Licensure for Professional Engineers.
