The official title of this position is Financial Manager. This position serves as the Financial Manager - Chief Financial Officer for the VA Maine Healthcare System in Augusta - ME. The Financial Manager - Chief Financial Officer provides sound recommendations and advice to the Medical Center Director and Senior Leadership concerning the administration and coordination of Fiscal policy - programs - and system designs within Fiscal Service and the VA Maine Healthcare System.

• Degree:
You must possess a Bachelor's degree or higher in accounting or in a related field such as business administration - finance - or public administration that included or was supplemented by 24 semester hours in accounting
• The 24 hours may include up to 6 hours of credit in business law
• ~OR~ B
• Combination of
Education and Experience:
You must possess at least four (4) years of experience in accounting - or an equivalent combination of accounting experience - college-level education - and training that provided professional accounting knowledge
• Your background must also include one of the following: a) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality
• This can include up to 6 hours of business law
• ~OR~ b) A certificate as Certified Public Accountant or a Certified Internal Auditor - obtained through written examination
• ~OR~ c) Completion of the requirements for a Bachelor's degree or higher that included substantial course work in accounting or auditing - e.g.
- 15 semester hours - but that does not fully satisfy the 24-semester-hour requirement of paragraph A - provided that (a) you have successfully worked at the full-performance level in accounting - auditing - or a related field - e.g.
- valuation engineering or financial institution examining
• (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth - depth - currency - and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A
• and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting - the applicant's education - training - and experience fully meet the specified requirements

• ~AND~ In addition to meeting one of the Basic Requirements described above - to qualify for this position at the GS-14 level - you must meet the following:
Experience:
You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal service that has given you the particular knowledge - skills - and abilities required to successfully perform the duties of the Financial Manager - Chief Financial Officer - and that is typically in or related to the work of the position to be filled
• Specialized experience is experience where you were responsible for providing managerial oversight for the full range of fiscal activities and staff
• developing accounting policies and procedures
• utilizing in-depth knowledge of financial management systems - including administering an accounting system to collect and review all financial data
• developing performance specifications and standards for financial programs and activities
• developing/executing budget and financial plans
