Position: Maine Housing Internal Auditor

Overview

The Internal Auditor is responsible for independently assessing Maine Housing’s financial and operational business processes, risk management, internal controls, and governance processes. The role reports to the Board of Commissioners and is responsible for defining the proper scope and objectives of each audit, planning the approach of each engagement, ensuring quality is integrated into each audit review, and presenting recommendations for improvement to Management and the Audit Committee of the Board of Commissioners.

Education and Experience:

Bachelor’s degree in business, finance, or related field and five years of auditing experience, or an appropriate combination of education and work experience preferred.

Certification:
Certified Internal Auditor (CIA), or ability to achieve CIA within one year.

Responsibilities
  • Work with department directors and managers to annually update the Maine Housing Risk Assessment document in support of the Maine Housing Strategic Plan, recommend and incorporate risk management strategies, and monitor agency‑wide risks and controls.
  • Develop a flexible internal audit plan based on input from the Audit Committee and Maine Housing Management, update the plan annually, and obtain Audit Committee approval.
  • Establish and agree on audit scope and objectives for each engagement, then plan and conduct audit activities to:
    • Review operational processes for efficiency and effectiveness;
    • Examine financial transactions for accuracy and confirm that controls are appropriately designed and followed;
    • Ensure assets are properly safeguarded;
    • Assess compliance with all applicable laws, regulations, and contracts.
  • Prepare comprehensive working papers and other documentation to support audit results and conclusions.
  • Communicate recommendations to the Audit Committee and Management through clear written reports and oral presentations.
  • Follow up on management’s implementation of action plans, monitor overall status of open issues, and hold staff accountable for timely completion.
  • Serve as Maine Housing’s liaison with external federal and state auditors, coordinating information needs, assisting during field work, and following up on audit findings.
  • Review Conflict‑of‑Interest disclosures for new staff, administer the annual survey, follow up, and render opinions as needed.
  • Evaluate disclosures involving employees of partner organizations and approve and follow up on the partner’s conflict‑management plan.
  • Investigate allegations of fraud concerning Maine Housing employees or partner organization employees, report findings, and assist Legal Counsel with follow‑up actions.
  • Provide guidance to program departments on risk‑based sub‑recipient monitoring and review monitoring reports.
  • Participate as a key member of Maine Housing’s Information Security Committee, overseeing the Information Security Program and addressing data security incidents.
  • Contribute to other relevant committees with an internal audit purpose.
  • Conduct quarterly meetings with the Audit Committee and respond to additional requests as needed.
Skills and Knowledge
  • Demonstrated leadership with ingenuity, initiative, creativity, judgment, analytical, and problem‑solving skills.
  • Experience or familiarity with government programs and regulations.
  • Strong auditing, time‑management, and organizational skills.
  • Excellent verbal, written, and listening communication skills.
  • Proven ability to write clearly and concisely.
  • Experience communicating effectively in front of groups.
  • Ability to establish and maintain productive working relationships with the Board of Commissioners, Maine Housing management, staff, external partners, and external auditors.
  • Strong PC skills using various software applications.

Working Conditions:

Fast‑paced environment with multiple priorities, interruptions, and deadlines. Maine Housing office hours are Monday – Friday from 8:00 am to 5:00 pm.

Reports:
Functionally to the Audit Committee of the Board of Commissioners and administratively to the Senior Director of Operations.

Band D:
The starting annual salary for the position is $87,574, plus a comprehensive benefits package, including health, dental and vision, retirement options with employer match, life insurance, short and long‑term disability, employee assistance, generous earned time, and all major federal holidays. Employment is eligible for the Public Service Loan Forgiveness Program.

Position will remain open until a suitable candidate is found.
