Primary Purpose of Position

The Director of Finance oversees the financial operations and fiscal health of Maine Housing, a $3.2 billion financial institution, ensuring financial practices align with the organization’s mission and strategic objectives. The Director leads accounting, budgeting, financial reporting, and loan servicing accounting activities while ensuring compliance with Generally Accepted Accounting Principles (GAAP) and regulatory requirements while supporting informed decision-making by executive leadership and the Board of Commissioners.

Core

Functions Supervise, Coach, and Develop Staff
  • Provide guidance to staff in the performance of their job responsibilities and resolving problem situations
  • Conduct regular coaching sessions with staff
  • Work with staff to develop department and individual goals
  • Determine and realize training needs of staff
Financial Management & Strategy
  • Oversee all accounting, financial reporting, cash management, forecasting, and general ledger functions, ensuring compliance with GAAP, regulatory requirements, and audit standards
  • Oversee and lead the annual operating and program budgeting and planning process in conjunction with executive leadership
  • Oversee the preparation and ensure the accurate presentation of the quarterly and annual GAAP financial statements. Analyze and present monthly financial information to executive leadership and Board of Commissioners
  • Ensure the completion of timely monthly financial close activities and preparation of financial reports for executive leadership, Board of Commissioners, Bond Trustee, and Program Directors to support informed decision-making and effective program management
  • Manage relationships with banking institutions, loan servicers, external auditors, and other vendors
  • Oversee the financial servicing and loan funding operations for the single family and multifamily loan portfolios and direct all loan servicing related accounting and reporting functions
Compliance & Auditing
  • Coordinate the annual audit process and serve as the primary liaison with external auditors and the Maine Housing staff
  • Oversee timely and accurate preparation of all federal, state, and local tax filings (e.g., IRS Form 990)
  • Develop, implement, and maintain internal controls and financial policies
Serve as a member of the Loan Committee and Workout Committee
  • Analyze loan underwriting, program compliance, and credit risks for multifamily developments seeking loans, tax credit allocations, and/or subsidy financing packages
  • Advise on workouts of troubled assets
Serve on Maine Housing’s Leadership Team with the 12 other department directors Responsible for the Finance department’s annual operating budget, including financial goals and allocation of program resources Other duties as assigned Requirements

Education and Experience

Bachelor’s degree in accounting, finance, or business administration; or a combination of ten years of experience, training, and education in a leadership role, and four years of supervisory experience is preferred.

Certifications

Certified Public Accountant (CPA) license strongly preferred.

Skills and Knowledge
  • Excellent mathematical and analysis skills
  • Ability to lead departments and individuals
  • Strong written and oral communication skills, including ability to create user friendly reports and present them to others
  • Knowledge of financial accounting and general ledger software
  • Strong creative skills to develop new and innovative solutions
  • Experience creating usable budgets at different levels of detail and maintaining shared cost allocations
  • Strong organizational and project management skills and ability to work both independently and in a team
  • Experience with payroll processing and Paylocity payroll system a plus
  • Proficiency with Microsoft Office suite, with intermediate to advanced Excel skills
  • Demonstrated ability to effectively manage people and ability to create and work in a team environment

Working Conditions:

Fast paced environment with multiple priorities, interruptions & deadlines. Maine Housing office hours are Monday – Friday from 8:00am to 5:00pm.

Senior Director of Finance & Lending

Supervisors:
Business Accounting Manager, Governmental Accounting Manager, and Loan Administration Manager

The starting annual salary for this position is $110,456, plus a comprehensive benefits package, including, but not limited to, health, dental and vision, retirement options with employer match, life insurance, short and long-term disability, employee assistance, generous earned time and all major federal holidays. Employment is eligible for the Public Service Loan Forgiveness Program.
