The Maine Municipal Bond Bank (MMBB) is seeking a Program Officer to lead financing programs for the Maine Health & Higher Educational Facilities Authority (MHHEFA) and the Maine Governmental Facilities Authority (MGFA). In this highly visible leadership role, you'll help hospitals, higher education institutions, and public facilities across Maine access the affordable financing they need to serve their communities.

What You'll Do

As Program Officer, you will lead the development, implementation, and administration of MHHEFA and MGFA programs while ensuring borrowers have access to cost-effective financing solutions.

Key responsibilities include:

Bond Issuance & Portfolio Management

  • Lead new bond issuances from planning through closing
  • Conduct credit analysis and document review
  • Coordinate financing transactions and ensure regulatory compliance
  • Manage outstanding bond portfolios and reserve funds
  • Serve as key contact for rating agency communications
  • Monitor covenant compliance and support ongoing bond administration

Borrower & Stakeholder Relations

  • Build and maintain strong relationships with borrowers and financial partners
  • Guide borrowers through financing processes
  • Manage communications with attorneys, underwriters, consultants, and other professionals
  • Negotiate and manage troubled loan workouts when necessary

Program Leadership & Strategy

  • Promote and expand program utilization through outreach and relationship management
  • Represent the organization through networking opportunities
  • Recommend process improvements, policies, and innovative program solutions
  • Support budgeting, financial oversight, and operational planning
  • Supervise one program assistant
  • Establish performance expectations and operational objectives
  • Foster a team culture of collaboration, accountability, and excellent service
What We're Looking For

Required Qualifications

  • Bachelor's degree in finance, accounting, business, economics, public administration, or a related field
  • 5-7 years of progressively responsible experience in banking, finance, financial services, public finance, lending, or a
  • related field
  • Knowledge of financial analysis, lending practices, and regulatory compliance
  • Strong project management and organizational skills
  • Excellent written and verbal communication abilities
  • Ability to manage multiple priorities and deadlines effectively

Preferred Qualifications

  • Experience with municipal finance, bond issuance, healthcare finance, higher education finance, or public-sector lending is highly desirable
