Public Service Coordinator II

The Manager of Government Affairs serves as an analyst, advisor, and key member of the leadership team at the Maine Department of Energy Resources (DOER). DOER provides policy leadership and technical assistance, develops energy programs, monitors energy markets, and reports on heating fuel and electricity prices, among other activities. DOER works in partnership with various state agencies, federal and local officials, industry, nonprofit interests, and academia on energy issues.

The Department's mission is to deliver the expertise and coordination needed to strengthen the state's energy system and ensure affordable, reliable, cleaner energy for all people and businesses.

The Manager of Government Affairs is responsible for ensuring DOER carries out its mission through direct engagement with other Departments and agencies of state government, the Legislative Branch, federal agencies, and the state's congressional delegation. Key activities include supporting Department leadership before the Maine Legislature, ensuring DOER provides effective and responsive information to support policymakers and advocates effectively for the achievement of state energy goals and initiatives with legislators and legislative committees.

The Manager of Government Affairs also supports DOER through policy development, research and analysis, stakeholder coordination, and implementation of initiatives that advance the state's energy policies. The position will be responsible for monitoring, tracking, and reporting on proposed, current and existing legislation impacting DOER.

Job Tasks:

  • Advise the DOER Commissioner and Deputy Commissioner on energy policy, strategy, and external affairs.
  • Monitor and analyze state legislation, rules, and regulations affecting energy policy and DOER initiatives.
  • Represent DOER's interests throughout the legislative process.
  • Coordinate DOER engagement with Maine's federal delegation, the U.S. Department of Energy, local officials, partner agencies, and other stakeholders.
  • Serve as a key member of the External Affairs team, supporting the development and execution of announcements, events, stakeholder outreach initiatives, and other public-facing activities
  • Support policy initiatives, studies, and special projects that advance agency priorities and goals.
  • Advise leadership on communications and policy strategy, including preparation of policy recommendations, briefing memos, and stakeholder materials.
  • Collaborate across DOER and state government on interagency initiatives and external affairs priorities.
  • Represent DOER before energy industry groups, utilities, businesses, advocacy organizations, associations, and other external stakeholders.
  • Support the development of materials and communications with constituents.
  • Work closely with DOER staff to advance agency priorities and perform related duties as assigned.

Minimum Qualifications:

Intermediate education and/or experience in government, policy, energy or environment, business, communications or a related field and at least five (5) years of directly related training, education and/or professional level experience (in which may include experience in legislative, regulatory, policy, communications or related work). Related professional experience may be substituted for education on a year-for-year basis.

Knowledge, Skills, And Abilities Required

  • Substantial experience with legislative processes and regulatory proceedings, including current and emerging state legislation, rules, and regulations. Experience or knowledge of energy policy and regulations, energy markets, and related topics affecting energy policy is preferred.
  • Ability to research, interpret, and communicate the requirements and impacts of legislation, regulations, and related policy initiatives.
  • Excellent analytical, research, writing, and communication skills, with the ability to effectively engage both internal and external audiences.
  • Strong interpersonal and relationship-building skills, including the ability to build trust and partnerships with diverse coalitions and stakeholders.
