Human Resources Assistant

We are seeking a dynamic and organized Human Resources Assistant to join our team!

The General Government Service Center prides itself in having a positive work environment, full of motivated and enthusiastic individuals who enjoy assisting the departments and agencies we support. This position will be a part of a team to work through complex payroll rules, interpret and explain contract provisions, and perform other human resources functions as needed. JOB DESCRIPTION:

This is paraprofessional support work in performing limited aspects of a human resource professional's work in such functional areas as recruitment, examination, position description writing, employment actions, pay, benefits, and workers' compensation. Some positions may perform specialized duties in a single functional area. Human Resources Assistants independently apply state human resource rules, policies, and procedures to routine human resource matters and implement actions taken by higher level professionals on non-routine matters.

This may require the employee to independently determine the procedures and/or processes to be used. Work is performed under general supervision.

REPRESENTATIVE TASKS:

  • Completes, reviews, examines, and records human resource transactions in order to implement transactions and ensure that all appropriate policy and procedural requirements have been met.
  • Reviews reports of completed human resource actions and makes necessary changes in order to ensure compliance with audit and control requirements.
  • Explains routine collective bargaining contract provisions, Civil Service law and rules, workers' compensation, benefits, and safety rules and regulations in order to inform employees and agency officials.
  • Prepares, submits, and maintains records for workers' compensation claims in order to ensure proper execution of claims and compliance with regulations.
  • Maintains employment statistics and prepares reports reflecting human resource trends, working hours, position and salary data, and other employment statistics in order to provide documentation and information to agency officials and to respond to surveys.
  • Writes standardized position descriptions from class specifications and agency job descriptions in order to establish new positions or reclassify existing positions.
  • Applies established training and experience evaluations to applications for direct hire employment in order to determine and assign numeric score.
  • Answers written inquiries concerning application procedures and position vacancies in order to respond to requests for information.
  • Explains application/examination processes and identifies appropriate classifications in order to assist persons seeking state employment or promotional opportunities.
  • Reviews employment records of state employees scheduled for layoff in order to verify status and identify previously held positions, which will be used to determine seniority and bumping options.
  • Monitors oral boards, written examinations, and performance tests in order to ensure standardized examination administration.

KNOWLEDGES, SKILLS, AND ABILITIES

REQUIRED:

  • Knowledge of interviewing techniques.
  • Knowledge of state human resource action procedures.
  • Knowledge of state Civil Service law and rules.
  • Knowledge of basic human resource administration policies and practices.
  • Knowledge of record keeping procedures and practices.
  • Knowledge of workers' compensation procedures and practices.
  • Knowledge of employee benefits procedures and practices.
  • Knowledge of collective bargaining agreements.
  • Knowledge of testing procedures and practices.
  • Knowledge of performance appraisal system forms requirements.
  • Ability to communicate effectively.
  • Ability to write clearly and effectively.
  • Ability to deal effectively with people.
  • Ability to write statistical reports and maintain records.
  • Ability to understand and apply procedural instructions and clearly defined policies and procedures.

MINIMUM QUALIFICATIONS:

Education, training, and/or experience which provides a basic knowledge and understanding of human resource functions.

The successful candidate will possess the following:

  • Knowledge of basic human resources administration policies, procedures, and practices.
  • Knowledge of payroll practices.
  • Knowledge of or the desire to learn and understand the collective bargaining agreements.

Preference will be given to candidates with previous experience in human resource administration. Knowledge of Workday (HRMS) is a plus.
