ABOUT THE

JOB DETAILS :

The position of Data Management and Governance Information Technology Consultant is a senior-level role within the Data Management and Governance practice (DMGP). The DMGP is led by the Chief Data Officer, who is responsible for the development and implementation of statewide data governance initiatives. This involves crafting enterprise-scale strategies, collecting use cases, advocating for data sharing, and assisting State agencies in utilizing data to improve their decision-making processes.

This position will assist the Chief Data Officer to create and implement statewide data governance policies and standards, gather use cases, promote data sharing, develop enterprise scale, and help State agencies utilize data to improve decision making. It will help identify and curate training to promote data literacy and provide a shared understanding of core concepts across all Executive Branch agencies, and contribute to the annual report to the Legislature.

Additionally, this position will facilitate regular meetings with agency Data Stewards, Maine

IT, subject matter experts, and external stakeholders to support the implementation of all stages of data governance: data quality management, metadata management, interoperability and integration, and master and reference data.

This position will have the authority to make decisions regarding drafting policy and providing recommendations, co-authoring and providing feedback on annual reports to the Legislature, and will participate in identifying and acquiring enterprise data governance tools and/or professional services.

REPRESENTATIVE TASKS:
  • Ability to influence across internal and highly diverse statewide business structures; act as an advocate and ambassador for all aspects of data governance by being accessible, approachable, and available to stakeholders; develop effective working relationships and participate in related meetings.
  • Ability to operate at a strategic level while also embracing a “roll-up-your-sleeves” attitude that gets the job done; to help define and articulate a strategic vision and translate it into tactical implementable steps.
  • Organizational and political agility with the ability to drive large cross-functional programs involving coordination with multiple stakeholders, delivery organizations and teams.
  • Proven experience with the rolling out policies, practices, and organizational change to promote data accuracy, data availability, and data sharing between agencies.
