OVERVIEW

The Department of Administrative and Financial Services (DAFS) Office of Information Technology (Maine

IT) provides information technology support to over 13,000 employees. Maine

IT oversees large‑scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies. The Data Integrations team supports a system of data interfaces, implemented using our Enterprise Service Bus, PL/SQL, Java, and related technologies. The Enterprise Architecture program defines strategic technology investment for the Executive Branch, ensuring the most effective technology is aligned with business objectives.

ABOUT THE

JOB DETAILS

This role is primarily responsible for defining the architecture of the integrations built and maintained by the Data Integrations team, as well as mentoring several programmers and analysts.

  • Develop data integrations ETLs and Web Services using Java, PL/SQL, XML, JSON, Oracle Service Bus, and BPEL.
  • Design and guide implementation, migration strategies, and optimization of solutions to align with the broader Enterprise Architecture framework.
  • Identify system and process improvements to ensure scalability, security, compliance, and high‑performance solutions.
  • Collaborate with stakeholders to translate business needs into technical solutions and facilitate communication between technical teams and vendors.
  • Provide technical guidance in system integrations, cloud computing, and application design, ensuring future‑proof and cost‑effective technology investments.
  • Evaluate emerging technologies, assess risks, and recommend innovations that enhance operational efficiency.
  • Advise IT and business stakeholders on technology RFPs, contracts, amendments, and statements of work; participate in evaluating solutions based on Maine

    IT and regulatory compliance standards.
  • Participate in technology governance initiatives and communities of practice.
  • Participate actively in the Maine

    IT Architectural Review Board.
  • Develop and recommend policies, operating procedures, and technology assessment frameworks to support solutions.
