Business Technology Manager

The Maine Department of Labor (DOL) seeks a Business Technology Manager to serve as a strategic liaison between Department programs and the Office of Information Technology, ensuring that technology solutions effectively support the Department’s mission, operations, and service delivery goals.

This position plays a critical role in understanding the Department’s programs, business processes, and strategic priorities and translating those needs into technology initiatives and solutions.

The Business Technology Manager works collaboratively with program leaders, technology teams, and external partners to identify opportunities for process improvement, modernization, data‑informed decision‑making, and enhanced customer service.

The individual will help ensure that technology investments align with business objectives, support operational efficiency, and enable the Department to adapt to changing program requirements and emerging technologies.

This position reports to the Deputy Commissioner and is a member of the Department’s senior leadership team. While there are no direct reports, the individual will work closely with business managers and technology leads within both DOL and MaineIT.

Primary Responsibilities
  • Serve as the Department’s primary liaison with MaineIT and other technology partners.
  • Develop a thorough understanding of DOL programs, services, operations, and strategic priorities.
  • Collaborate with program leaders to identify business needs and opportunities for technology‑enabled improvements.
  • Translate business requirements into technology solutions and facilitate communication between program staff and technical teams.
  • Participate in technology planning, modernization efforts, and project prioritization to ensure alignment with Department goals.
  • Support business process analysis, workflow improvement, and organizational change initiatives.
  • Evaluate emerging technologies, including artificial intelligence and automation tools, and advise leadership on potential opportunities, benefits, and risks.
  • Assist with technology governance, system implementation, and cross‑functional project coordination.
  • Support data management, reporting, and performance measurement initiatives that improve program outcomes and customer service.
  • Promote effective collaboration between business and technical stakeholders to ensure successful project delivery and adoption.

Minimum Qualifications

The successful candidate must have at least six (6) years of professional experience in one or more of the following areas: business analysis, program management, information technology, systems implementation, organizational improvement, project management, technology planning, data management, or related fields.

Experience working with government programs, public sector organizations, or large cross‑functional initiatives is highly desirable.
