Overview

Office of Information Technology (MaineIT) is seeking a Director of Digital Services to lead the Digital Services Program and Citizen Portal Initiative. The role focuses on advancing a modern, secure, citizen-centered digital experience by leading enterprise digital transformation, establishing the Citizen Identity and Access Management (CIAM) strategy, and governing the delivery of digital services. The Director collaborates with executive leadership, agency partners, and technical stakeholders to ensure services are accessible, integrated, secure, and aligned with statewide technology objectives while improving how citizens access government programs and services.

Available with an in-office requirement of 2 days per week. Currently, this position is not eligible for visa sponsorship or STEM OPT extensions.

Responsibilities
  • Lead digital innovation, establish adaptive governance, and adopt best practices for digital service delivery and customer experience.
  • Collaborate with subject matter experts on citizen authentication and identity proofing.
  • Ensure user experience, digital accessibility, and security principles are implemented, including privacy and regulatory requirements.
  • Coordinate with the Chief Information Officer, Enterprise Architect, Chief Information Security Officer, Chief Data Officer, identity and access management experts, and other technical subject matter experts.
  • Work with the Chief Information Security Officer to integrate security into the digital services lifecycle.
  • Coordinate with MaineIT and InforME to provision authentication usable by Maine citizens.
  • Integrate applications with the citizen portal in collaboration with government programs, application owners, and InforME.
  • Research and drive innovative web opportunities for digital government services.
  • Develop and sustain an operational model for the citizen portal and digital services program.
  • Manage digital services risks in coordination with security, risk management, and legal/regulatory compliance.
  • Establish metrics and an iterative process for program improvements, standardization, and efficiencies.
  • Establish architectural frameworks for digital service delivery that support best practices and policy development.
  • Align cross-functional stakeholders with program objectives and advocate for change in digital services strategies.
  • Monitor consumer and technology trends; develop a strategic plan for leveraging social media to communicate with target audiences.
  • Collaborate with internal directors, team leads, and agency partners to ensure alignment with the customer experience strategy.
  • Develop and maintain a roadmap of strategic initiatives over the next one to five years.
Knowledge, Skills, and Abilities
  • Ability to communicate the Digital Services program, purpose, and vision and inspire the organization to execute on the vision.
  • Leadership in a fast-paced, collaborative, and complex environment.
  • Proficiency in digital marketing and analytics tools.
  • Knowledge of Citizen Identity & Access Management and identity proofing best practices.
  • Understanding of citizen experience best practices.
  • Experience managing the technical integration of information systems in a service-based architecture.
  • Experience leading the implementation of Identity and Access Management controls for information systems.
  • Knowledge of the NIST framework for technology and cybersecurity.
  • Adaptability and versatility.
  • Strong soft and interpersonal skills, including teamwork, strategic thinking, facilitation, and negotiation.
  • Data-driven approach to decision making.
  • Excellent written and verbal communication, planning, organization, and presentation skills for technical and nontechnical audiences.
  • Understanding of digital technologies and the ability to incorporate new functionalities to meet citizen needs.
  • Ability to interpret business objectives and provide multiple solutions aligned with the digital services strategy.
