The Maine Municipal Association (MMA) is seeking an experienced and dynamic Director of Legal Services to lead our Legal Services Department and provide high-level legal support to municipalities across the state. This position will be located in Augusta, Maine. This is a highly responsible senior management position directing the operation of the Association’s Legal Services program. This position also actively participates in providing direct legal services to members.

The Director is responsible for the supervision of a staff of six attorneys and a legal secretary, providing a wide variety of legal services in connection with the operation of municipal government. Emphasis in the work is given to written and telephonic advisory opinions, as well as personal consultation with municipal officials. The work also includes review of various legal documents, state legislation, legal research, and the training of municipal officials.

Consistent with the Maine Bar Rules, the Director exercises professional judgment independently, individually, and on behalf of the Legal Services Department.

Additionally, the Director is responsible for budget preparation and administration, the determination of staff policy relating to the performance of their duties and assignment of staff responsibilities, the determination of general policy relating to the delivery of legal services, and the initiation, development and execution of special projects including briefs of amicus curiae, information publications, manuals and training.

The Director may participate in the legislative process including testifying before legislative committees and governmental agencies and actively participates in supporting the legislative policies of the organization. The Director may also provide advisory support to other project centers of the organization regarding questions pertaining to municipal law where this is consistent with Maine Bar Rules.

As a member of the MMA Senior Management group, this individual is responsible for taking a leadership role and contributing to a positive organizational tone, culture, and climate.

What You’ll Do
  • Lead and mentor a team of municipal attorneys and support staff.
  • Provide expert guidance on complex legal issues affecting Maine municipalities.
  • Review statutes, ordinances, bylaws, and case law to support member inquiries.
  • Oversee drafting of legal documents, legislative reviews, and advisory opinions.
  • Represent MMA before legislative committees and state agencies as needed.
  • Develop training programs and legal resources for municipal officials.
  • Contribute to organizational leadership as part of MMA’s Senior Management Team.
Qualifications
  • Juris Doctor (J.D.) from an ABA-accredited law school.
  • 10+ years of progressively responsible legal experience.
  • Active membership in the Maine Bar in good standing.
  • Strong background in municipal or public law; litigation experience preferred.
  • Exceptional communication, research, and analytical skills.
  • Demonstrated leadership experience managing legal professionals.
