Primary Purpose of Position: The Director of Asset Management is responsible for the day-to-day management of the department and the financial and regulatory oversight of an 800+ multifamily housing property portfolio with 22,000+ units statewide.
Education and Experience: Appropriate education and six years of experience in business or public sector administration and project management; or a combination of ten years of experience, training, and education in a leadership role, and four years of supervisory experience.
Core Functions:
- Supervise, coach, and develop staff
- Provide guidance to staff in the performance of their job responsibilities and resolving problem situations
- Conduct regular coaching sessions with staff
- Work with staff to develop department and individual goals
- Determine and realize training needs of staff
- Multifamily Property Portfolio
- Responsible for the processing of $87 million in Federal rental assistance subsidies annually including Performance-Based Contract Administration duties on behalf of HUD
- Administer Low Income Housing Tax Credit compliance for nearly 170 properties statewide
- Process workouts, liquidation, and enforcement actions on properties as necessary
- Maintain program compliance with the Federal HOME Program and Tax-Exempt Bond rules
- Collaborate with industry trade groups on training and capacity‑building efforts
- Oversee property inspection and reporting protocols
- Partner Engagement
- Establish and maintain strong positive relationships with partner agencies and other partners that are recipients of Maine Housing funding
- Collaborate with partners to address mutually shared goals and intended outcomes
- Seek regular feedback from all grantees to ensure that federally and state funded programs are effective in meeting goals and benchmarks
- Oversee the design, development and implementation of department programs, rules and regulations and procedural handbooks
- Update, revise, and submit program guidelines as required; and
- Ensure that the department is compliant with Maine Housing, local, state, and federal regulations.
- Ensure compliance with applicable laws, regulations and contracts
- Ensure compliance with all government funding agreements
- Coordinate with funding and regulatory bodies. Ensure timely submission of grant applications, negotiation of contracts, implementation of new or regulatory changes and resolution of contract or performance challenges
- Oversee the monitoring of program services, evaluate and assess program impact, recommend program or policy changes and direct program shifts and improvements
- Monitor funding and identify new funding sources
- Oversee the development, maintenance and coordination of the Department database systems
- Serve on the agency’s Leadership Team with the 12 other department directors.
- Oversee annual department operating budget, including financial goals and allocation of program resources

Skills and Knowledge:
- Management experience in housing, real estate, or banking
- Experience or familiarity with government programs and regulations
- Demonstrated leadership with a high level of ingenuity, creativity, judgment, and problem‑solving skills
- Strong project management, time management, and organizational skills
- Ability to establish and maintain good working relationships with business partners
- Experience communicating effectively in front of groups
- Ability to take initiative, work independently, and utilize creative and analytical skills to resolve issues
Working Conditions: Fast paced environment with multiple priorities, interruptions and deadlines. Maine Housing office hours are Monday – Friday from 8:00am to 5:00pm.
Reports To: Senior Director of Finance & Lending
Supervise: Two Portfolio Managers
Band C: The starting annual salary for this position is $93,512, plus a great benefits package, including, but not limited to, health, dental and vision, retirement options with employer match, life insurance, short and long-term disability, employee assistance, generous earned time and all major federal holidays. Employment is eligible for the Public Service Loan Forgiveness Program.
