Job Summary

This Proposal Manager role is ideal for someone who blends creativity, curiosity, and discipline to strategically translate complex ideas into clear, compelling content that helps win work and projects. The role owns proposals from start to finish, collaborating across teams and balancing multiple deadlines with strong organization and attention to detail. Essential Duties & Responsibilities
  • Lead end-to-end proposal lifecycle management from pre-RFP planning through final submission
  • Develop and manage proposal schedules, timelines, and deliverables
  • Ensure all proposals meet client requirements, compliance standards, and deadlines
  • Coordinate proposal strategy sessions, kickoffs, and review meetings
  • Write, edit, and tailor proposal narratives, qualifications, and executive summaries
  • Translate technical input into clear, compelling, and client-focused messaging
  • Maintain and continuously improve proposal content libraries and boilerplate materials
  • Ensure consistency in branding, tone, and messaging across submissions
  • Partner with Estimating, Project Management, Operations, and Preconstruction Teams to gather technical inputs
  • Work with Business Development leaders to align proposals with win strategies
  • Coordinate with subject matter experts to develop accurate and competitive submissions
  • Ensure all submissions comply with RFP/RFQ requirements and formatting guidelines
  • Conduct thorough quality reviews for accuracy, completeness, and professionalism
  • Manage proposal documentation, version control, and final packaging
  • Develop and refine proposal processes, templates, and workflows
  • Track proposal metrics (win rates, turnaround times, etc.)
  • Identify opportunities to improve efficiency, quality, and success rates
Qualifications
  • 3–5+ years of experience in proposal management, business development, or preconstruction support
  • Strong writing, editing, and document management skills
  • Proven ability to manage multiple proposals under tight deadlines
  • Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel)
  • Exceptional organizational and attention-to-detail skills

Preferred:

  • Bachelor’s degree or coursework in business, communications, marketing, or construction management, or related field.
  • Experience in construction, mechanical contracting, or engineering environments
  • Familiarity with RFP, RFQ, and design-build procurement processes
  • Experience with proposal tools (InDesign, CRM systems, or content libraries)
  • Proficient in Microsoft Office Suite (Outlook, Word, Excel).

Compensation Range:

Minimum annual base salary $80,000 to maximum annual base salary $110,000; DOE

Other Compensation: position is eligible for an annual discretionary bonus.
