Position Overview

This position is not part of the classified personnel system; applications will be accepted from Residents and Non‑Residents of Colorado. The incumbent must live in Colorado and complete work for CDE.

Position Summary

The Educator Talent Associate Program Manager leads and oversees the administration of all Educator Talent grant programs, including the management of grant program structures, applications, and evaluation support. The role provides project management expertise to division teams in human resources, recruitment and hiring, procurement, accounting, budgeting, policy, systems management, and communication, and works as a liaison with department staff, state education agencies, stakeholders, and vendors.

Duties and Responsibilities
  • A. Creates, implements, and leads all Educator Talent grant programs through development efforts, including grant application development and administration, initial reviews, technical support, process improvement, ongoing technical assistance, and all communications to grantees.
  • B. In conjunction with the Grants Fiscal Office, distributes funds directly to grantees and provides any technical assistance regarding program questions.
  • C. Leads and facilitates rule development and revision with supervisor and division leadership for grant and related efforts in the Educator Talent division.
  • D. Develops evaluation plans with the Director of Educator Talent Research and Impact, creates consistent grant program evaluation processes, conducts evaluation, and produces reports and presentations on implementation, findings, promising practices, and recommendations to the State Board.
  • E. Works with other Educator Talent offices to integrate retention and recruitment grants within existing programs, monitors implementation, impact, fosters relationships, and connects grantees, districts, and educator preparation agencies.
  • F. Provides technical assistance to all grantees for application and administration, and makes formal and informal presentations on the grant program and lessons learned.
  • G. Develops and maintains project‑management (Smartsheet) and customer‑relationship‑management (Salesforce) tools to convey timely information to internal stakeholders.
  • H. Manages the procurement process of pre‑bid educational materials for assigned contracts, including scope definition, purchase orders, documents, RFI, and RFP, and all aspects of contract management.
  • I. Develops project budgets, schedules, work plans, and cost estimates to identify cost savings, administers, and monitors contracts, negotiates, and prepares recommendations.
  • J. Develops and delivers training materials and resources to internal and external stakeholders on policies and procedures.
  • K. Ensures timely and accurate communication of office initiatives and opportunities for stakeholders by developing and implementing a comprehensive communication plan.
  • L. Performs other duties as assigned.
Minimum Education and Experience Requirements

This position requires nine (9) years of experience only, OR a combination of education and experience totaling nine (9) years.

  • Nine (9) years of professional experience in federal and/or state grant programs and/or equivalent organizational experience related to K‑12 education.
Education and Experience

A bachelor's degree substitutes for four (4) years of experience. The remaining five (5) years must include:

  • A bachelor’s degree from an accredited college or university in education, public policy, or a related field.
  • At least five (5) years of professional experience in federal and/or state grant programs and/or equivalent organizational experience related to K‑12 education.
Qualifications and Conditions
  • Three (3) or more years of teaching/leadership experience in the P‑12 arena at the state or district level.
  • Five (5) years of demonstrated experience managing large‑scale ($3 million+) grant budgets.
  • Program evaluation knowledge and/or experience.
  • Strong communication, outreach, and technical support experience with schools, districts, or state education agencies.
  • Knowledge of best practices in teacher recruitment and retention.
