The Payload and Ground Systems organization within the Northrop Grumman Space Systems pushes the boundaries of innovation, redefines engineering capabilities, and drives advances in various sciences. Northrop Grumman’s Space Systems sector is looking for a Program Manager 2 to support INS BU as part of the Payload and Ground System Division. A successful candidate works well in a fast-paced environment and enjoys the opportunity to define possible.

Program Managers are responsible for leading all phases of the program life cycle from inception through startup, execution, and completion. Primary responsibilities include:

  • Cultivating customer relationships to develop further opportunities within the customer community.

  • Developing new business opportunities through strategic planning and proposal development.

  • Establishing a program organization that effectively addresses customer requirements.

  • Leading cross-functional Integrated Program Teams (IPT) to meet program objectives.

  • Measuring and reporting program performance.

  • Delivering presentations to customers and stakeholders.

  • Participating in contract negotiations and changes.

  • Establishing design concepts and engineering efforts for product research and development.

  • Creation and finalization of the program Statement of Work.

  • Identification and tracking of program requirements.

  • Development and adherence to budget baselines utilizing Earned Value Management (EVM).

  • Managing program resources and suppliers to meet objectives.

  • Adherence to internal processes and policies.

  • Conducting thorough risk and opportunity management practices.

Basic Qualifications:

  • Bachelor’s Degree and 8+ years, or Master’s and 6+ years, or PhD and 3+ years experience supporting U.S. Government contracts. In lieu of a degree, 12+ years of relevant experience will be considered.

  • Must possess an active/current Top-Secret/SCI at time of application.

  • Experience with Earned Value Management (EVM) methodologies.

  • Min 2 years of experience supporting and/or managing Space programs.

  • Experience developing spacecraft, satellites, and/or space payload systems.

  • Experience managing programs from concept through delivery.

  • Min 2 years of demonstrated success leading teams to achieve common goals.

  • Experience managing programs with restricted/classified customers.

Preferred Qualifications:

  • Active Top Secret with SCI Clearance.

  • Project Management Professional (PMP) certification.

  • Experience in production of small to medium satellites.

  • Experience managing various contract types.

Salary Range: $141,100 - $211,700
