Job Description The Critical Infrastructure Project Manager is a hybrid operations and project delivery leader responsible for managing the full lifecycle of complex critical facility programs, from ongoing plant operations and maintenance through capital project execution, commissioning, and turnover. This role requires an individual equally comfortable running day-to-day plant operations in a chiller plant, central utility plant, or power generation facility as they are leading multi-million-dollar infrastructure upgrade and construction projects.

Manage preventive, predictive, and corrective maintenance programs; ensure CMMS data integrity and work order lifecycle compliance.

Drive equipment reliability through root cause analysis (RCA), failure mode tracking, and continuous improvement of maintenance SOPs and operating procedures.

Coordinate planned outages, concurrent maintenance windows, and system cutovers while maintaining required uptime and redundancy levels.

Ensure regulatory compliance across all plant operations: EPA, OSHA, NFPA, state/local air quality permits, and facility-specific security requirements.

Conduct project risk assessments for mission-critical systems

Manage change control processes for infrastructure modifications

Lead contingency planning for emergent operational impacts

Lead capital improvement projects, infrastructure upgrades, and new construction within operating critical facilities, ranging from $1M to $50M+.Develop and maintain integrated project execution plans (PEPs), work breakdown structures (WBS), and resource-loaded CPM schedules using Primavera P6 or equivalent.

Manage project budgets, earned value analysis, cost forecasting, and formal change management processes.

Coordinate multi-discipline engineering teams (electrical, mechanical, structural, controls, civil) and enforce design-to-schedule integration.

Oversee procurement of long-lead critical equipment; generators, switch gear, UPS systems, chillers, transformers, cooling towers and manage vendor performance through delivery and commissioning.

Drive commissioning, startup, and integrated systems testing (IST); ensure Tier III/IV or equivalent availability standards are validated prior to turnover.

Manage the interface between active plant operations and concurrent construction activities, ensuring Method of Procedure (MOP) discipline and operational risk controls are in place.

Interface with facility leadership, engineering teams, contractors, and customer representatives

Facilitate planning meetings, outage coordination boards, and project status reviews

Ensure customer operational requirements remain aligned with project execution

Serve as the single point of accountability for both plant performance and project delivery to client leadership.

Conduct formal risk assessments, maintain risk registers, and execute mitigation strategies across operations and project scopes.

Implement and enforce HSE standards, quality management systems, and lessons-learned capture processes.

Manage subcontractor and vendor scopes, field coordination, and resolution of constructability and interference issues.

Support business development efforts including proposal preparation, cost estimating, and client presentations for critical infrastructure pursuits.#Intel Basic
