Level II Program Cost Controls Analyst

Position Overview

This role supports financial management for aerospace and defense projects, ensuring accurate cost tracking, budgeting, and reporting.

• Extract and reconcile accounting data, including labor and cost transfer submittals.
• Monitor costs and personnel charges to keep actuals within budget.
• Support supply‑chain financial controls for subcontracts and material procurement forecasting.
• Prepare time‑phased budgeting, cost control and variance analysis; provide internal and external reports.
• Generate risk and opportunity management information.
• Support finance management with pre‑close and month‑end forecast updates and maintain risk and opportunity portfolios.
• Develop quarterly EACs (Estimate at Completion) and monthly Latest Revised Estimate (LRE) data.
• Assist Program Management in creating financial program management review slides.
• Analyze the Annual Operating Plan (AOP), Forecast, and short/long‑range outlooks.
• Create Work Breakdown Structures (WBS) and perform other project setup tasks.
• Prepare Work Authorization Documents and fulfill additional ad‑hoc requests.

• Bachelor’s degree and at least 2 years of relevant experience, or an advanced degree in a related field.
• Experience with Microsoft Office.
• Knowledge of financial principles, including forecasting, budgeting, and variance analysis.
• U.S. citizenship and ability to obtain and maintain a DoD TS/SCI security clearance.

• Experience with SAP, APEX, BW, PRISM, RPlan and/or Analysis for Excel.
• Financial experience within the aerospace or defense industry.
• Proficiency in Earned Value Management (EVM) and/or Estimate at Completion (EAC).
• Experience developing monthly financial Contract Data Requirements Lists (CDRLs).
• Experience in Financial Planning and Analysis (FP&A).
• In‑depth understanding of the color‑of‑money policy and accounting principles.
• Excellent written and verbal communication, presentation, and teamwork skills.
• Demonstrated initiative, creativity, and strategic thinking.
• Strong analytical and problem‑solving abilities.
• Broad understanding of Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS).

• Annual salary range of $68,900 – $131,100 USD, commensurate with experience and qualifications.
