Leads and directs the Health Promotion Division, providing strategic leadership, administrative oversight, and technical expertise in population-based public health programming. This position drives community health improvements by managing key program areas—including youth behavioral health promotion, youth substance use prevention, tobacco control, WIC, and nutrition services—while applying a health equity framework across all initiatives. Serving on the Public Health & Environment leadership team, the Manager helps define department-wide goals, manages cross-sector partnerships, and ensures alignment with local, state, and federal public health priorities.

  • Divide Management:
    • Develops division’s long-range vision and strategy aligning with department and CCOB strategic goals, and achieves consistent and timely progress toward those goals.
    • Leads in developing annual division programs and financial plans.
    • Monitors and enforces division compliance with local, state, and federal public health regulations and guidelines.
    • Researches, prepares, and submits grant proposals for government and private funding. Oversees allocations and contract deliverables, ensuring compliance with reporting requirements, performance standards, and financial audits.
    • Plans, implements, and monitors public health initiatives to achieve objectives within the Community Health Improvement Plan (CHIP).
    • Updates division and program policies and procedures according to regulations.
  • Budget Management:
    • Creates, justifies, and manages the division's annual operating budget, ensuring optimal allocation of county, state, and private grant funding.
    • Develops and manages division budget and grant budgets.
    • Develops and defends annual budget requests.
    • Ensures division operations comply with county fiscal policies, state contracting requirements, and federal administrative standards. Conducts regular budget reviews, tracks expenditures, and approves division purchases.
    • Maintains accurate financial records, leads financial reporting for funding authorities, and manages program audits and compliance reviews in partnership with state agencies.
  • Subject Matter Expert:
    • Maintains professional knowledge of current trends, developments, guidelines, and recommendations that impact the division.
    • Researches and analyzes evidence-based programs/best practices and public health surveillance data to drive programmatic decisions.
    • Serves as the subject matter expert for population-based programming, policy, systems and environmental change, youth substance use prevention, youth behavioral health promotion, tobacco prevention and control, and nutrition services.
    • Collaborates on development of key division communication messages.
    • Responds to the citizen complaints and requests for information.
    • Prepares reports, memos, and presentations for City Council & Board of Health.
    • Applies the Social Determinants of Health framework to design, implement, and evaluate strategies aimed at eliminating health disparities and advancing health equity.
Training

Master’s degree from an accredited college or university in public health, public health administration, or a related field.

Experience

Five years of progressively responsible experience in public health program management and administration, including two years of supervisory experience.
