Position Overview

The Water Quality Team Lead provides daily leadership, supervision, technical guidance, and field support for water quality programs, primarily the onsite wastewater treatment system program. This role ensures consistent and effective permitting, inspections, and regulatory implementation; supports compliance activities; monitors workloads and follow‑up tasks; and advances program quality through coaching, SOP and tool development, and continuous improvement efforts. The position maintains direct supervisory accountability for staff, including evaluating performance, ensuring accurate documentation and database practices, fostering team values and accountability, and reinforcing competency and consistency with team policy and procedure.

This role manages implementation and enforcement of environmental health laws, rules, and regulations of Boulder County Public Health specific to water programs. It coordinates with CDPHE regarding enforcement and compliance issues pertaining to water quality regulations, works with the Water Quality Program Coordinator to maintain high team performance, identifies innovative strategies, contributes to strategic planning and reporting, and implements new solutions to reduce environmental impacts on water quality, prevent disease spread, and mitigate health risks.

Responsibilities

Program Leadership & Strategic Planning
  • Participate in strategic and program planning to enhance the effectiveness, consistency, and equity of the OWTS Program.
  • Collaborate with the Water Quality Program Coordinator to establish program goals, benchmarks, and performance measures, and evaluate progress through continuous quality improvement.
  • Support development, review, and implementation of new regulations, policies, and program procedures.
  • Contribute to division‑wide initiatives and serve as a member of the Environmental Health Leadership Team.
  • Ensure health and racial equity principles are integrated into program operations, communications, and long‑term planning.
  • Establish team goals and accountability structure in alignment with agency culture plan and values.
Staff Supervision & Team Development
  • Lead onboarding, training, supervision, and technical development of OWTS and WQ staff, including field inspections, design review, SOP maintenance, and coaching.
  • Conduct performance evaluations and support professional growth for program staff.
  • Foster a collaborative, supportive, and communicative team culture; participate in team‑building and leadership activities.
  • Support daily workload management by balancing assignments, assisting staff with technical questions, and elevating personnel concerns when appropriate.
Program Operations & Quality Assurance
  • Manage designated program activities to support overall program objectives.
  • Provide technical oversight and quality assurance for permitting activities, inspection documentation, and database records to ensure regulatory accuracy and consistency.
  • Ensure timely follow‑up on permit applications, inspections, complaints, enforcement actions, and other program deliverables.
  • Use program databases to develop reports that guide planning, evaluate program effectiveness, and recommend improvements.
Field Work & Regulatory Compliance
  • Support OWTS staff with inspections, site evaluations, and permitting activities in accordance with state and Boulder County OWTS regulations, including joint inspections for training and calibration.
  • Support enforcement activities by reviewing inspection findings, documenting violations, participating in administrative processes, and coaching staff through compliance actions.
  • Support investigations related to wastewater system failures or potential water quality impacts.
