Job Purpose:
The Safety and Security Manager will oversee and coordinate district-wide safety, security, emergency preparedness, and crisis response efforts to ensure safe and secure learning and working environments for all students, staff, families, and visitors across Adams County School District 14. The manager will collaborate with district and school leadership, local law enforcement, emergency response agencies, and community stakeholders to develop, implement, and continuously improve comprehensive safety and security systems, procedures, and training programs that support the district's operational and educational goals.

Education
- Associate degree in Criminal Justice, Public Safety, Emergency Management or a related field required.
Licenses / Certifications
- Certification in First Aid/CPR/AED and Stop the Bleed required or ability to obtain within 90 days of hire.
Work Experience
- Minimum of five years of progressively responsible experience in school safety, law enforcement, public safety, emergency management, or related field.
- Experience coordinating emergency response protocols and crisis management systems.
- Experience supervising personnel and managing department operations preferred.
- Experience working within a K-12 educational environment preferred.
Skills and Abilities
- Demonstrated knowledge of school safety practices, emergency preparedness, threat assessment protocols, and crisis response procedures.
- Knowledge of federal, state, and local laws, regulations, and policies related to school safety and security.
- Strong background in building security systems, surveillance systems, visitor management systems, and access control systems.
- Ability to establish and maintain collaborative relationships with students, staff, parents, law enforcement agencies, and community partners.
- Strong organizational, communication, leadership, and interpersonal skills.
- Ability to remain calm and make sound decisions during emergency or high-stress situations.
- Ability to collect, analyze, and utilize multiple sources of information and data for safety planning and threat assessment.
- Ability to manage budgets, resources, and personnel effectively.
- Demonstrated ability to lead district-wide safety initiatives and training programs.
- Ability to conduct investigations and prepare detailed reports.
- Serve on district-level safety and emergency response committees.
Essential Duties and Responsibilities
- Develop, implement, and oversee district-wide safety and security plans, procedures, and protocols to ensure safe learning and working environments across all district facilities.
- Coordinate district emergency preparedness efforts, including lockdowns, evacuations, reunification procedures, shelter-in-place protocols, and crisis response planning.
- Serve as the district liaison to local, state, and federal law enforcement agencies, emergency management organizations, fire departments, and community safety partners.
- Monitor and evaluate district safety and security programs on a continuous basis and recommend improvements as necessary.
- Oversee the placement, maintenance, operation, and monitoring of district electronic security systems, surveillance systems, visitor management systems, and access control systems.
- Ensure compliance with district safety policies and applicable local, state, and federal laws and regulations.
- Coordinate safety and security operations for extracurricular activities, athletic events, district events, and community functions held on district property.
- Support and participate in district threat assessment processes and behavioral intervention planning.
- Conduct investigations related to safety and security concerns, including unauthorized access, vandalism, theft, threats, weapons violations, and other incidents requiring administrative or law enforcement involvement.
- Develop and facilitate district-wide safety training programs and emergency response drills for staff and students.
- Monitor anonymous reporting systems and collaborate with district leadership regarding threat assessment and prevention efforts.
- Collaborate with district and school administrators to support safe school climates and proactive student intervention efforts.
- Prepare and administer department budgets and assist with long-range safety planning and resource allocation.
- Maintain required safety documentation, reports, records, and compliance materials.
