Overview

Job Description
The Grants Compliance Officer oversees grant compliance with programmatic objectives and financial requirements, including adherence to contract terms, execution of scope of work, and project closeout activities. This role is responsible for standardizing grant oversight processes to promote consistency, compliance, and best practices across departments and programs. The incumbent conducts compliance reviews and evaluations to identify risks, gaps, or deficiencies and implements proactive and corrective actions to mitigate audit findings.

Responsibilities
  • Develop and maintain a comprehensive inventory of grant requirements, rules, regulations, and internal and external deadlines.
  • Develop, implement, and maintain policies and procedures governing grant-funded initiatives.
  • Standardize grant oversight processes to ensure consistency, compliance, and best practices across departments and programs.
  • Conduct compliance reviews and evaluations to identify risks, gaps, or deficiencies; implement proactive and corrective actions to minimize audit findings.
  • Design and deliver training and technical assistance to departmental staff, Grants Management Division personnel, and grant recipients/beneficiaries to strengthen compliance capacity.
  • Collaborate with departments and external partners in the review and consideration of grant applications.
  • Serve as a subject matter expert (SME) during external audits, providing specialized support related to programmatic and compliance requirements.
  • Prepare and present reports on grant goals, deliverables, performance outcomes, and compliance status for funding received from government agencies, foundations, and private organizations.
  • Analyze and monitor grant expenditures and revenues and communicate findings and compliance status to management.
Minimum Qualifications
  • Bachelor's degree in accounting, public administration, or a closely related field, AND
  • Three (3) years of progressively responsible experience in federal grant management, including procurement and subrecipient monitoring, OR
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

Preferred Qualifications
  • Masters degree in accounting, public administration, or a closely related field, AND
  • Five (5) years of progressive experience in federal grant management, compliance, and risk management, procurement, and subrecipient monitoring.
