Facilities Director
Position Summary:
Under the immediate supervision of the Chief Administrative Officer, the Facilities Director oversees a team of maintenance staff; administrating, coordinating, planning, and supervising the activities and operations of the county's facilities department. The director manages the development of Mower County building facilities and programs, prepares project specifications, annual and capital renewals, and department budgets. Consults with administration and elected officials on the direction of future county-owned and operated facilities.
Essential Duties and Responsibilities:
The essential duties and responsibilities of this position are included, but are not limited to the following:
Oversees facilities staff by working with the Facilities Supervisor to prioritize and assign work; ensures staff is trained; provides guidance; enforces county and department policies and procedures; and maintains a healthy and safe working environment while fostering a positive work culture. Works with the Chief Administrative Officer and Human Resources to effectively perform or effectively recommend recruitment, hiring, transfers, promotions;
responses to grievances (as needed); and performance management, including annual performance evaluations, coaching, and disciplinary actions up to discharge, as needed or required. Directs and monitors all construction and maintenance projects across Mower County buildings; prepares equipment and project specifications while collaborating with architects, engineers, and contractors to plan, design, and finalize construction documents. Supervises work in progress to ensure strict conformance to contract terms, proactively resolving operational and technical issues as they arise.
Recommends and implements sustainability and building efficiency initiatives. Develops long-range plans for the County related to the Facilities Department and land acquisition for the County, providing input and recommendations to the County Board, and implements the Facilities capital improvement plan for all county-owned property. Oversees the maintenance and janitorial contractors. Ensures public safety and security on all County-owned facilities and grounds;
maintains compliance with the Americans with Disabilities Act for all county-owned buildings, and manages county-owned facilities and security services Conducts inspections of department and mechanical equipment ensuring all infrastructure and equipment is properly maintained and running correctly. Prepares specifications for replacement of boilers, pumps, HVAC, trucks, mowers, or any Facilities related equipment. Develops and prepares department budgets; monitors and approves expenditures in accordance with the county budget.
Establishes and maintains effective working relationships with employees, supervisor, other county staff and/or outside agencies/contractors, etc. to ensure clear communication and information sharing. Performs other duties as necessary and/or assigned to support efficient and effective county operations.
Minimum Qualifications:
To perform this position successfully, an individual must be able to perform each essential function satisfactorily. Listed below are minimum qualifications that are representative of formal education, work experience, and specific requirements that are required of this position. Education & Experience Associate degree in construction, facilities management, mechanical engineering, or a related field; and three (3) to five (5) years of related facilities management experience or equivalent combination of education and experience Requirements (Licenses, Certificates, Trainings, etc.)
Valid driver's license Must clear a security background check, including fingerprinting
