Job Summary

The Accountant III performs moderately complex accounting and financial analysis work within the Accounts Payable division. Responsibilities include preparing, auditing, entering, and posting a wide range of encumbered and unencumbered vouchers while ensuring accuracy, compliance, and adherence to daily processing schedules. The role provides technical guidance to program and budget staff, researches and resolves voucher or funding discrepancies, and supports workflow efficiency through task tracking, documentation management, and training contributions.

Job Functions
  • EJF #1 (50%): Voucher Preparation and Processing – prepares, audits, enters, and posts a variety of encumbered and unencumbered vouchers in accordance with established accounting standards and agency procedures, coordinates daily payment voucher posting activities, verifies documentation, collaborates with program staff, and uses software such as CAPPS, Invoice Tracking, Excel, and Word.
  • EJF #2 (20%): Subject Matter Expertise and Technical Assistance – provides expertise in vouchers and payments, identifies and resolves discrepancies, and conducts research to ensure accuracy and compliance.
  • EJF #3 (15%): Assignment Tracking and Records Management – maintains accurate task tracking, communicates status updates, ensures proper documentation, and reviews performance tracking reports.
  • EJF #4 (5%): Training and Workflow Support – supports managers in performance development, staff training, and workflow coordination, assists in onboarding, creates training materials, and identifies procedure improvements.
  • EJF #5 (5%): Other Duties – provides backup to other accountants, assists special projects, updates procedures, and participates in agency disaster response and continuity activities.
  • Knowledge, Skills, and Abilities
    • Knowledge of bookkeeping/accounting principles and accounts payable rules.
    • Knowledge of financial administration, governmental accounting, and budget control methods.
    • Knowledge of laws and regulations pertaining to fiscal operations.
    • Knowledge of GAAP and state accounting procedures.
    • Skill in advanced software such as Microsoft Excel, Word, Invoice Tracking, CAPPS, USAS, People Soft, and other governmental financial applications.
    • Skill in monitoring and analyzing payments, processing financial transactions, preparing financial reports, performing financial analysis, and coding expenditures.
    • Ability to communicate effectively in writing, anticipate issues, follow instructions, prioritize assignments, establish effective working relationships, and lead, train, approve, oversee, and present training.
    Qualifications

    Experience in accounting and financial operations; payables experience preferred. Experience with computerized accounting or bookkeeping systems. Graduation from a standard senior high school or equivalent.
